- MODIFICATION NO. 2 TO THIS COMBINED SOLICITATION SYNOPSIS FOLLOWS: THE PERIOD OF PERFORMANCE OF THIS PURCHASE ORDER IS ONE YEAR FROM THE DATE OF AWARD. THE AWARD DATE IS ANTICIPATED AS 04/27/2006. OFFERORS SHOULD SUBMIT THEIR QUOTES WITH A BASELINE FIXED PRICE AND THEN A FIXED PRICE PER QUARTER. THE INITIAL AWARD WILL BE FOR THE BASELINE AND 2 QUARTERS. THE LAST TWO QUARTERS ARE OPTIONS TO THIS COMMERICIAL ITEM ACQUISITION AND WILL BE EXERCISED AT A LATER DATE AS A MODIFICATION TO THIS PURCHASE ORDER. The following question is answered below. 1. Regarding #5, what deliverables or research data need to be included in the Competitor Analysis section that must be delivered 3 weeks after the procurement is awarded? Analysis of Leading Competitors Compile total market values and market shares by unit sales for each segment of the infusion pump market. Segments to be analyzed include: ? Insulin Pumps ? Implantable Pumps ? Electronic Ambulatory Pumps ? Disposable Ambulatory Pumps ? Volumetric Pumps ? PCA Volumetric Pumps ? Syringe Pumps Present a deliverable including unit shares as well as unit share analysis for each segment, as well as for the market as a whole. ORIGINAL SYNOPSIS: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is R1015991 and is issued as a Request for Quotations. The Government plans to award a purchase order for the analysis of the infusion pump market. The Statement of work is as follows: 1. Analysis of Leading Competitors The offeror must compile total market values and market shares by unit sales for each segment of the infusion pump market. Segments to be analyzed include: ? Insulin Pumps ? Implantable Pumps ? Electronic Ambulatory Pumps ? Disposable Ambulatory Pumps ? Volumetric Pumps ? PCA Volumetric Pumps ? Syringe Pumps 2. The offeror must present a text-based deliverable including unit shares as well as unit share analysis for each segment, as well as for the market as a whole. Analysis will be based on primary and secondary research and will include quantitative depictions of 2005 unit shares in graphical and tabular format accompanied by qualitative analysis. 3. In-Depth Manufacturing and Distribution Analysis Following the delivery of Part A, the offeror must have the ability to delve into the dynamics of the manufacturing and distribution arrangements in the infusion pump market. This analysis will focus on determining all competitors in the US infusion pump market and, in particular, the top 12 manufacturers by overall unit share. For each competitor the offeror will determine: The manufacturing capacity of that manufacturer Distribution networks in place for the dissemination of these pumps into the health care system Manufacturer throughput time Manufacturing and Distribution Analysis needed 8 weeks after this simplified acquisition is awarded 4.The offeror must amalgamate the initial unit share information into a final text-based report. This report needs to be segmented by competitor. A similar analysis is needed for each competitor. In addition, these analyses must be prefaced by an overview chapter, comparing manufacturers. Quarterly Tracking The offeror must also offer the option to repeat this research on a quarterly basis. In this case, the FDA will need 2 quarterly deliverable tracking changes in unit shares and distribution agreements. The following quarterly results will be delivered. ? May 31, 2006 o Current Manufacturing Capacity, as of April 1, 2006 o Current Distribution Network, as of April 1, 2006 o Manufacturer Throughput Time, as of April 1, 2006 ? August 31, 2006 o Current Manufacturing Capacity, as of July 1, 2006 o Current Distribution Network, as of July 1, 2006 o Manufacturer Throughput Time, as of July 1, 2006 Technical Evaluation Criteria are listed below for the infusion pump market. (Insulin Pumps, Implantable Pumps, Electronic Ambulatory Pumps, Disposable Ambulatory Pumps, Volumetric Pumps, PCA Volumetric Pumps and Syringe Pumps) TECHNICAL EVALUATION CRITERIA 1. Market share per unit sold by manufacturer and pump type (competitor analysis) 2. The manufacturing capacity of each manufacturer 3. Distribution networks in place for the dissemination of these pumps into the health care system 4. Manufacturer throughput time 5. Competitor Analysis needed 3 weeks after this procurement is awarded. (Criterion number 5. is a MANDATORY REQUIREMENT. Proposals shall be submitted electronically to Elizabeth.Osinski@fda.hhs.gov and Alice.Pagan@fda.hhs.gov by 4/25/2006. Proposals must be on a fixed price basis. Proposals will be evaluated on the basis of technical and cost factors and award will be based on the best value to the government.
