- The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Ibis Theraputics, a Division of Isis Pharmeceuticals,to continue ongoing enhancement of Informational Databases on Microbial Agents called Microbial Rosetta Stone (MRS) Database for Law Enforcement. The program is for information management and a database of biological threat agents, their DNA sequences, and effects that can be used by law enforcement officials to confer deterrence and support forensic investigations. This follow on contract award will be to augment the MRS repository. Ibis will obtain and curate genetic signature data for biological threat agents. Ibis will collect experimental information including genetic signatures from multiple diagnostic assays. In addition, IBIS will deploy and support a secure MRS over the internet and incorporate data mining tools to allow easier access to information. This Notice of Intent is not a request for competitive quotations, however interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 9:00 AM, EST, Thursday, June 5, 2006, via facsimile to the attention of Ms. Lynda M. Theisen, Contracting Officer, at (703) 632-8074. E-mail quotes will also be accepted at lmtheisen@fbiacademy.edu. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industrial Classification System number is 541710, the size standard is 500 employees. This contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13. All contractors anticipating award, must be registered in the Central Contractor Registration Database.
