Description
Scope of Work: The Detroit Metropolitan Airport Traffic Control Tower (ATCT) is approximately a 235' tall pre-cast concrete structure built in 1992. Ancillary buildings include a two-story 30,000 SF administrative building, a link between the two buildings and a one-story environmental support/power building. The Detroit Metropolitan ATCT is located adjacent to the new Northwest Airlines Terminal Complex. Immediately to the north and south of the ATCT facility are terminal gates and airplanes. Contractor access will require security background checks, a security Airport Operation Area (AOA) driving test and Wayne County insurance requirements due to motor vehicle operation to cross runways and taxiways. All four buildings are pre-cast concrete structures that will require power washing, removal and replacement of joint sealant and surface coating. The scope of work includes the following but not limited to: ?? Scaffolding, swing stage, lift or crane to perform the work. ?? Wind and visual screen to contain over spray dust and visual isolation. ?? Removal of existing sealant and backer rod from all joints. ?? All caulk joints shall be thoroughly cleaned and ground as preparation ?? Power washing of pre-cast concrete surfaces. ?? All pre-cast joints shall be primed prior to installation of backer rod and caulk. ?? Installation of sealant and backer rod on all joints. ?? Removal and replacement of old caulk around all windows, door frames, louvers and miscellaneous appurtenances on all pre-cast surfaces. ?? Removal and replacement of all caulk around all cab windows. ?? Elastomeric waterproof coating on pre-cast concrete surfaces. ?? Liquid waterproofing on balconies and cab walkway decks. Special Requirements (only those firms who can meet the requirements below should submit the Screening Information Request Application (SIR)): ?? Contractors shall provide work experience of five comparable projects on buildings taller than 220 feet in the last three years. ?? Contractor must have the ability to obtain 20-year joint sealant, 10-year surface waterproofing, and 5-year liquid bacony/deck waterproofing warranties from product manufacturers. ?? Contractor must have the ability to obtain a minimum of $5,000,000 liability insurance. ?? Contractor employees must pass FAA, TSA and Wayne County security background checks to work in AOA. Contract employees must meet all Wayne County requirements which may include: watching videos, reading airport safety material and passing a written exam. ?? Contractor must be able to work in an environment surrounded by functional terminals and provide necessary protections to the public, aircraft and buildings. Offer range is between $500,000 to $1,000,000 with a performance time of approximately 60 calendar days. Construction start is anticipated for summer 2006. Upon completion of evaluation process, only those firms determined to be qualified will be sent a Request for Offer (RFO). The RFO is anticipated to be available by May/June 2006. FOR INFORMATIONAL PURPOSES ONLY for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short Term receivable financing. The maximum line of credit is $750,000.
