- The Department of Veteran Affairs intends to procure Learning Pass Credits for the purpose of training in BMC Software's; Remedy Help Desk software. RFQ VA-101-06-RQ-0090. The NAICS Code associated with this work is 611420. This acquisitions is unrestricted, no set aside will be given. The estimated time for this project is approximately 160 labor hours per year. The VA plans to award a single purchase order for this need. This is a combined synopsis/solicitation prepared in accordance with the format in Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document incorporates provisions and clauses in effect through FAC 05-05. The provisions at 52.212-1 Instructions to Offerors-Commercial Items apply to this solicitation. Commercial items FAR clauses 52.212-4 Contract Terms and Conditions-Commercial Items, and 52.212-5 Offeror Representations and Certifications-Commercial Items apply to this acquisition. Description of Services Statement of Work For Technical Services, Training and Support for VA Security Operations Center (VA-SOC) (April 18, 2006) Introduction: Organization Being Supported: Department of Veterans Affairs (VA) Veterans Affairs Central Office (VACO) Office of Cyber and Information Security (OCIS) 810 Vermont Avenue, N.W. Washington, D.C. 20420 Background: VA spends over a billion and a half dollars every year on Information Technology (IT) requirements for the purposes of improving services to veterans. As a direct result, VA has various legal and fiduciary responsibilities for the management of information systems that contain sensitive and private information. Examples include medical records, personal identification information, financial information and research data. This information requires protection under several legal statutes, including the E-Government Act of 2002; the Federal Information Security Management Act (FISMA) of 2002; the Healthcare Insurance Portability and Accountability Act of 1996; Privacy Act of 1974; various federal information security statutes, Office of Management & Budget (OMB) Circular A-130 provisions and internal VA directives. The Office of Cyber and Information Security (OCIS), Critical Infrastructure Protection Service (CIPS) is the cyber security operations element for VA. CIPS is in the process of enhancing its Security Operation Center (SOC), which includes, but is not limited to, incident management, patch management, centralized cyber security command and control, security services and critical asset management. The objectives of this SOW are as follows: Provide IT and related software support and training required to operate the Security Operation Center Provide IT and related support to the OCIS to satisfy laws and regulations governing IT security in the Federal government. Scope of Work: The contractor shall provide the services outlined in this SOW to the. The scope of this effort shall include the following: Provide technical support and training services Provide project management of the software product to enhance the capability of the VA-SOC. Provide development services to enhance the features and capability of the software needed for the Specific Requirements: 3.1 Task One: Knowledge Management for Remedy 3.1.1 The contractor shall provide Learning Pass Credits for the administration of the software that will support the operations of the VA Security Operations Center (SOC) which manages, protects, and monitors the cyber security posture of the agency. This software will provide the following capabilities: visualize and understand important trends across the enterprise Interactive charting for on-the-fly analysis consolidated event and performance data reporting comprehensive set of performance and service level reports to help measure and manage the effectiveness of the Enterprise 3.2 Task Two: Project Management for Remedy 3.2.1 The contractor shall provide project management support of the Remedy software suite of products that will ensure the scope and objectives of the VA-SOC are achieved. 3.3 Task Three: Development Support for Remedy 3.3.1 The contractor shall provide the ability to quickly develop an application and to adjust it when needed without disrupting the environment - Iterative Development which will allow enhancement to the Remedy software features and functionality. 3.4 Post Award Conference: 3.4.1 The contractor shall attend/participate in a post award conference with OCIS staff at VACO for the purposes of making introductions, coordinating functions, discussing schedules and prioritizing SOW requirements. The Post Award conference shall occur within five (5) workdays after Task Order award. The COTR shall schedule the Post Award Conference with the contractor immediately after Task Order award. 3.5 The contractor shall provide a kick off presentation at the post award conference. The presentation will be presented by the key personnel for their respective project areas and will explain the detailed integration activities and review the draft PMP highlights. The presentation shall be in Microsoft PowerPoint (soft copies shall be provided in advance). 4.0 Deliverables: 4.1.1 All deliverables shall be submitted to the COTR. The COTR, or other designated VA representatives, will discuss and agree with the contractor on the specific contents of the deliverables identified as the final versions and document. Unless otherwise stipulated, written deliverables will be phrased in layperson language. Statistical and other technical terminology will not be used without providing a glossary of terms. The contractor shall be responsible for providing the number of copies in the media required by the COTR for each submittal. Normally, written deliverables shall be submitted in paper copies (quantity to be determined for each deliverable) and in electronic format using the 2002 version of MS-WORD, MS-EXCEL, or MS-POWERPOINT. Additionally, each final deliverable may need to be supplied in PDF format, if directed by the COTR. 4.1.2 The contractor shall provide inputs for OCIS technical documents associated with the work described in Sections 3.1 through 3.8 above. The actual specifications for the contractor inputs and deliverables, along with the individual due dates, will be provided by the COTR during performance. 4.1.3 Contractor's Progress and Status Reports: The contractor shall provide Monthly Progress and Status Reports to the COTR with a copy to the Contracting Officer. The report shall be submitted via email and is due by the 15th day of each month that the award is in effect. The first Monthly Progress and Status Report are due by the 15th day of the second month of the award. Moreover, the Project Manager (PM), COTR, and other VA Officials will meet monthly based on a schedule agreed upon by the PM, COTR and Contractor to discuss the report contents. A sample Monthly Progress and Status Report is included as Attachment A to this SOW. This report shall contain the following information: Contract number Contractor name Period covered by report Earned value management reporting against the finalized plan. The Project Management Institute (PMI) defines Earned Value Management as, "A management methodology for integrating scope, schedule, and resources, and for objectively measuring project performance and progress. Performance is measured by determining the budgeted cost of work performed (i.e., earned value) and comparing it to the actual cost of worked performed (i.e., actual cost). Progress is measured by comparing the earned value to the planned value." All work completed, including percentage per element, during the reporting period and to date, by the plan elements Measured consistency or variance with work planned, for each element Actual costs incurred for the report period (number of hours by labor category, by element) and to date Hours expended on the award on a cumulative basis by labor category, by element Summary of hours expended in relation to the percentage of work completed during the report period Summary description of activities and accomplishments during the report period Description of problems and issues encountered during the report period Work to be accomplished during the following reporting period Status of open problems or issues identified in previous monthly report(s) The contractors shall report all required project activity into the IT Solutions portal. IT Solutions is a project management tool used by OMB to track projects. It allows the project manager to oversee all tasks and activities associated with the project (including resources and time management) and track baselines and costs. The contractor will have read-only access to the VA system and must maintain their own software and licenses. The contractor is required to provide project management deliverables using this software. 4.2 COTR Review of Contractor Deliverables: The COTR will inspect, accept or reject deliverables. The COTR will notify the contractor of any required changes. Unless otherwise stipulated, the contractor shall have five (5) business days to make adjustments and re-submit a deliverable. 5.0 General Information: 5.1.1 Location of Work: The primary place of performance shall be at VACO and VA SOC. The contractor shall also attend meetings and perform various tasks during the life of the Task Order. Local travel expenses of contractor personnel shall not be the responsibility of the Government. Any reimbursement for travel is subject to prior approval by the COTR Perform travel required by a Task Order as authorized by the Contracting Officer and funded by the Government. Travel costs will be paid in accordance with the Federal Acquisition Regulations (FAR) and Federal Travel Regulations (FTR) in effect at the time of the Task Order. In order to be reimbursed for travel, contractor invoices shall comply with FAR 31.205-46. The contractor may be required to travel by Government-provided transportation. 5.1.2 Contractor Experience/Requirements: The contractor shall be responsible for selecting personnel who are well qualified to perform the required work, overseeing their performance, and assuring that the quality of services meets the Government expectations. Personnel assigned by the contractor shall not only meet the technical qualifications imposed by this contract but shall practice good standards of moral and ethical conduct. The contractor may propose for Government consideration on this Task Order, the use of personnel who do not meet qualifications but offer some unique capability/expertise or other consideration that would warrant acceptance. Training for contractor employees, in order to qualify the employee for work to be performed under the contract or to stay current with technology, shall be the responsibility of the contractor and not a direct charge against the Task Order. However, the Government, with written advance approval, may make exceptions, if the Contracting officer determines such approval is in the best interest of the Government. 5.1.3 Section 508 - Electronic and Information Technology Standards: The Section 508 standards established by the Architectural and Transportation Barriers Compliance Board (Access Board) apply to the work performed under this award by the contractor. These standards are found in their entirety at: http://www.section508.gov. The contractor must comply with the above referenced standards while performing on this Task Order. 5.2 Confidentiality and Non-Disclosure: The contractor agrees that: 5.2.1 Confidentiality of Data and Privacy Act. Any information systems involved with this Task Order are classified as systems of records subject to the Privacy Act of 1974 (Public Law 93-579). The contractor may, during performance, observe or handle information subject to the Privacy Act or other Federal regulations. Duplication or disclosure of data and other information to which the contractor will or may have access because of this Task Order is prohibited by law. It is understood that throughout performance of the Task Order, the contractor may have access to confidential data that is either the sole property of VA, or is the sole property of other than the contracting parties. The contractor hereby agrees to maintain the confidentiality of all such data to which access may be gained throughout contract performance, whether title thereto vests in VA or otherwise. The contractor hereby agrees not to disclose said data, any interpretations thereof, or data derivative there to unauthorized parties in contravention of the provisions, without the written approval of the Contracting Officer, or the party in which title thereto is wholly vested. Also, FAR 52.224-1, Privacy Act Notification, and FAR 52.224-2, Privacy Act, as stated in Section I, Contract Clauses, apply to this Task Order. All contractor personnel performing on this Task Order shall be required to sign a Certificate of Confidentiality and Non-Disclosure prior to commencing work. The Certificate shall be provided and maintained by the COTR. 5.2.2 Limited Use of Data and Information. The presentation of any report of analytical material based on information obtained from this Task Order is prohibited unless approved by the COTR in writing. Presentation includes, but is not limited to, papers, articles, professional publications, speeches, testimony, or interviews with public print or broadcast media. VA will review the materials for accuracy, content, and manner of presentation with an eye toward the protection of the privacy of individuals. The contractor and its personnel will not divulge or release data or information developed or obtained in performance of this Task Order without the written approval of the Contracting Officer. The contractor will not use, disclose, or reproduce proprietary information or data, which bears a restrictive legend, other than as required in the performance of this Task Order. This does not preclude the use of any data independently acquired by the contractor without such limitations or prohibit in agreement (at no cost to VA) between the contractor and the data owner, which provides for greater rights to the contractor. The details of any safeguards that the contractor designs or develops under this Task Order shall become the property of VA and shall not be published or disclosed in any manner without the express written consent of the Contracting Officer. If the contractor, in the performance of this Task Order, obtains access to information, which has not been released, to the public, the contractor may not: 5.2.2.1 Use such information for any private purposes unless the information has been released to the public. 5.2.2.2 Submit an unsolicited proposal to the Government, which is based on such information until one year after the release of such information to the public. 5.2.2.3 Release such information without prior written approval by the Contracting Officer.
