Description

The 4th Contracting Squadron at Seymour Johnson AFB NC will be soliciting for a Multiple Award Construction Contract (MACC) in the near future. The MACC is an indefinite delivery/indefinite quantity (IDIQ) contract for a wide variety of construction projects. The contract type will be fixed price, with a base period of one year and four option periods of one year each. The contractors will be required to furnish all plant, labor, equipment, materials and personnel necessary to plan, design, design/build, manage and perform all work associated with a wide variety of construction projects in support of real property maintenance, repair, alteration and/or new construction at Seymour Johnson AFB, (Goldsboro, Wayne County), Dare County Bomb Range, and Fort Fisher Air Force Recreation Area (Kure Beach, New Hanover County), NC. Efforts will include various construction trades and disciplines. Task orders will be competed among those firms receiving IDIQ contracts as specified in the solicitation. MACC task orders may range from $2,000.00 to $5,000,000.00 with an anticipated yearly amount of $2,000,000.00, and a total aggregate maximum amount inclusive of all contracts and options, not to exceed $75,000,000.00. The guaranteed minimum amount over the life of each contract is $3,000.00, which will be obligated on each contract awarded. Work to be performed under this contract will be within the North American Industry Classification System (NAICS) code Sector 236, Construction, size standard $28.5M. The intent is to award a minimum of four contracts as a result of the solicitation, however, awards may vary dependant on the interest shown. 8(a) contractors located in the Small Business Region IV (KY, TN, NC, SC, MS, AL, GA, and FL) are being sought, in addition to interest of HUBZone, Service Disabled Veteran Owned Small Business, and unrestricted concerns. Responses from interested parties must include a) a copy of the firm's 8(a) certification issued by the SBA; b) evidence from the firm's bonding company of the firm's bonding capability (maximum bonding requirement for an individual task order could be up to $5,000,000.00, with a maximum bonding level at any one time not exceeding $10,000,000.00); c) a positive statement of the firm's intention to submit a proposal in response to the solicitation as a prime contractor; and d) a copy of the firm's capability statement. The statement should clearly describe any teaming arrangements, recent (within the last three years), and relevant (planning, designing, managing, and execution of multi-discipline/multi-task order type contracts) past performance information to include contract numbers, project title, dollar amounts, points of contact with telephone numbers. Responses are limited to a maximum of 10 single-sided paged, typed in no less than eleven-pitch font size. Responses are to be mailed and addressed to: 4th Contracting Squadron/LGCA-Team B, Attn: MSgt Kathryn Harshberger, 1695 Wright Brothers Ave, Seymour Johnson AFB, NC 27531-2459 not later than 01 May 06. At this time, it is not known when the solicitation will be issued, however when available, will be issued electronically and may be obtained through FedBizOps, via the Internet. Hard copies of the solicitation will not be available. A site visit will be scheduled, and the date and time will be in the solicitation. Offerors must be registered in the Central Contractor Registration (CCR) program.
