Description
This Request for Information (RFI) is for a non-developmental engine diagnostic system for monitoring blade tip frequency response in the Pratt & Whitney F100 engine. The United States Air Force operates F-15 and F-16 fighter aircraft powered by the F100 engine. These turbine engines have multi-stage rotating components that have unique vibratory responses that shift due to changes in the operating environment related to airflow, blade tip clearances, engine speed, or component damage, etc. The diagnostic system must serve to detect and warn of frequency response changes due to propagation of pre-critical LCF and/or transient HCF component cracks by fusing real-time state awareness sensor data with advanced predictive algorithms. This diagnostic system must be non-developmental. Potential respondents must have demonstrated the system capability on a fielded system for a multi-aircraft fleet. The system must be self-contained and not require integration with an existing engine control or monitoring system. It must maintain operability in the engine-operating environment including temperatures up to 1500C, pressures up to 10 Mpa, and vibration up to15g. Potential respondents should possess the technical ability to perform an advanced diagnostic system verification task. This task includes the F100 engine system integration, related fabrication and assembly, performance parameter verification, data analysis, and reporting. The Government does not presently intend to award a contract on the basis of this RFI, but wants to obtain market information or capabilities for planning purposes. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Submission of a response is voluntary, and participants will not be compensated. Potential sources should submit information describing their non-developmental engine diagnostic system to Sandy Roche, AFRL/PKPB, by e-mail (sandy.roche@wpafb.af.mil) by 22 May 2006. Submissions should not exceed 8 pages in length.
