- PAR Pneumatic Assisted Release Bomb Rack The purpose of this announcement is to inform industry of a notice of intent to issue a sole source contract for a development study of the replacement of the BRU-56 bomb rack with a new designed pneumatic assisted release bomb rack. This effort is to provide follow-on design/test and study effort to the Pneumatic Assist Release (PAR) proof-of-concept demonstration efforts conducted on the B-1B in 2003-4. The PAR utilizes a pneumatic actuation system which is planned to ultimately replace the current pyrotechnic-activated bomb racks (BRU-56) used on the B-1B aircrafts? Multi-Purpose Rotary Launchers (MPRLs). The period of performance is tentatively scheduled for August 2006 ? August 2007 time frame and will be issued to EDO Corporation, EDO Defense Systems, 1500 New Horizons Blvd, North Amityville, NY 11701. AUTHORITY: 10 U.S.C. 2304 (C) (1) as implemented by FAR 6.302-1(a)(2)(ii), and 9.505-2 paragraph 3. Only one responsible source and no other supplier or services will satisfy agency requirements. APPLICABILITY OF AUTHORITY: The Air Force?s requirements can only be met by EDO Corporation. EDO Corporation is the source that built the proof-of-concept prototype PAR and conducted and supported testing and analyses. As such, EDO is the only company that offers the advantages of being able to piggyback seamlessly from their proof-of-concept and provide the transition to follow-on SDD in the 12 month timeframe required to meet ACC?s need. SDD contract award schedule for FY08 would experience significant delays if any other contractor was selected. Significant additional cost would also be required to complete the tasks that EDO is being contracted for, since a new contractor would have to duplicate effort in order to arrive at the point that EDO is now. EDO Corporation furthermore offers the additional benefit of being able to leverage existing in-house technology for application to our specific PAR product. This stands to benefit the government in terms of being able to obtain more value for the dollars expended, and also provide accelerated insertion into the B-1 PAR. This is a notice of intent to award a sole source contract to EDO Corporation, Inc. for follow-on development study to design, develop, and demonstrate operational pneumatic assisted release bomb rack for the B-1. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for either the effort or associated costs to respond or for the information provided. This synopsis does not constitute a Request for Proposal (RFP).
