Description
The Bureau of Reclamation, Upper Colorado Region has a requirement for Alamosa, Colorado. This is a sole source. IMPACTS ON VEGETATION FROM GROUND WATER PUMPING The following are the critical/key elements that best describe the majority of the work for this procurement: - Vegetation monitoring is a requirement of the Summary of Environmental Commitments on the Project. - Ground monitoring of 31vegetation transects within the Project that have been historically monitored. - Photo-monitor all 111 sites that have been historically monitored. - Processing of satellite imagery from several time frames during each summer to maintain a time line of False Color Infrared (FCIR) Images, Normalized Difference Vegetation Indices (NDVI), changes from a pre-pumping baseline, and surface water area changes. - Analysis of annual vegetation condition in relation to annual snow pack conditions, stream flows, precipitation trends, other climatic factors, and man-made changes such as grazing and cultivation. - Analysis of annual vegetation condition in relationship to annual pumping from the Closed Basin Project. The contract is for a base year and 2 one-year options, and may be extended up to six months past the completion date (in accordance with FAR 52.217-8, Option to Extend Services. This acquisition is in accordance with FAR Part 12. The work will be performed under the North American Industry Classification System Code (NAICS) 541690. Department of the Interior has directed the use of Central Contractor Registration (CCR) as the single validated source on vendors doing business with the Government. Prospective vendors are required to register in CCR prior to the award of a contract.
