Time 4:00 PM EST Change to: Anticipated Issue date: 11 MAY 2006 - Anticipated Closing Date: 12 JUN 2006 ? Time 4:00 PM CDT ?This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitation to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane.? This requirement is for MK 54 MOD 0 Hand Held Firing Device (NSN: 1375-01-377-8032) in accordance with Automated Data List (ADL) 53711-6702835 Revision A, and associated drawings to be provided with the solicitation package. The Government intends to spend Change from: $395,300.00 Change to: $740,300.00 on this procurement and will evaluate utilizing cost as an independent variable technique to establish a fixed ordering quantity. A quantity of 30 each First Articles are required. The First Article quantity is due 240 days after contract award. The first Lot Acceptance Testing (LAT) sample submission is due 60 days after approval of First Article Testing (FAT). The Government requires 45 days for both FAT and LAT results. The first article units will not be delivered as part of the production quantity. Data deliverables are in accordance with 1423?s. To be eligible for award contractors must be registered in the Central Contractor Registry (CCR). The solicitation! document contains information that has been designated as ?Militarily Critical Technical Data?. Only businesses that have completed DD Form 2345, and are certified under the Joint Certification Program, are authorized to receive the package. This acquisition will not be restricted. All sources will be considered. Inspection will be at destination and source with final acceptance at destination. Delivery is required F.O.B. origin. The Government intends to award to the responsible contractor whose offer is the best value to the Government considering past performance and price related factors. The solicitation will be available on or about 27 March 2006 at the following address: http://www.crane.navy.mil/supply/announce.htm. ?No hard copies of the solicitation will be mailed?.
