- The U.S. Environmental Protection Agency (EPA) anticipates awarding a five-year, fixed rate, blanket purchase agreement (BPA) for logistical support services as outlined in the Performance Work Statement (PWS) below. This notice is a Request For Information (RFI) ONLY. The purpose of this notice is to determine the interest of small businesses for this requirement. The EPA seeks responses to this notice from all types of small businesses including small disadvantaged businesses, 8(a) businesses, woman-owned small businesses, hub zone businesses, service disabled veteran owned small businesses, and other socioeconomic groups addressed by the Federal Acquisition Regulation. EPA requests that industry review the logistical support requirements and address (a) and/or (b) below: (a) Contractors with expertise in areas outlined in the PWS are invited to provide comments regarding the feasibility of the Government?s plan to use a BPA as the acquisition tool and the degree of interest that such a vehicle might generate, along with comments regarding other potential approaches. (b) Contractors with the capability of providing services defined in the PWS are invited to submit, in writing, sufficient information within the page limitation (max. 10 pages, excluding comments on (a) above) which demonstrates their ability to fulfill the requirements. Responses are necessary to demonstrate capabilities/expertise in all aspects of the SOW and standard company brochures are not desired. Responses, including the contractor?s Small Business status should be submitted via e-mail or mailed to the addresses provided at the end of this document. EPA intends to review the comments and qualification statements from industry and reserves the right to issue a formal Request for Quotation (RFQ) for commercial services, as identified herein, using simplified acquisition procedures. REQUEST FOR INFORMATION: NATIONAL SUPPPORT LOGISTIC SUPPORT SERVICES PURPOSE/ BACKGROUND The purpose of the National Logistical Support Services Blanket Purchase Agreement (BPA) is to provide logistical support to Environmental Protection Agency (EPA) On-Scene Coordinators (OSCs) and other federal officials implementing EPA?s responsibilities. EPA has recognized the critical need to have the ability to provide immediate housing accommodations, food services, communication capabilities, security, and other support services for personnel responding to emergency situations. Currently, U. S. EPA Region 6 (Louisiana, Texas, Arkansas, Oklahoma, New Mexico and 65 Tribes) and other Gulf Coast territories are the primary geographical areas for which these services are required. However, other U.S. EPA regions may utilize the services offered under this BPA when responding to an emergency. The United States Environmental Protection Agency (EPA) requires logistical support services for EPA employees and other support personnel during emergency response and/or Incidents of National Significance (INS). As essential personnel are deployed throughout the United States to areas devastated by disaster, without electricity, running water, sanitation, shelter, and other facilities for indefinite periods of time, sufficient logistical support services must be made available to ensure the safety and well-being of our response personnel. ADDITIONAL INFORMATION & REQUIREMENTS The contractor shall have the capability to provide logistical support services for a wide range of emergency situations. The contractor shall be required to provide any and all of the general services identified in this PWS. Any small business that is selected shall be subject to Federal Acquisition Regulation (FAR) 52.219-14, Limitation on Subcontracting. Associated costs pertain to the mobilization and demobilization of any or all services, to include restoration of building and grounds. EPA shall provide a site specific purchase order upon activation of this agreement. When the specific incident occurs, EPA will issue a purchase order, under the BPA, as the tasking document to the contractor which provides incident specific details and mission requirements. The performance period for the BPA will be 2 to 5 years and the specialists shall be required to have a response time no greater than 24 hours. Under any resultant agreement or contract, the contractor shall have an electronic system that tracks all site specific costs expended and generate reports that document the costs related to their expenditures on that site. If a contractor does not have an electronic tracking system, they will be required to use a system EPA has established. The report shall be submitted to a designated individual on a weekly basis. EPA requests that contractors specify whether they have an electronic cost tracking system and the extent of its capabilities. SCOPE OF LOGISTICAL SUPPORT REQUIREMENTS The following support services shall be performed in accordance with the requirements outlined for each logistical support task area. A. FACILITIES/OFFICE SPACE FOR INCIDENT COMMAND POST (ICP) Contractor shall provide and/or ensure the following within 1 day (24 hours) of notification: A fully furnished interim structure/facility/space containing standard office furniture and sufficient square footage to house emergency operations for a minimum of 10 personnel and a maximum of 200 personnel. Interim ICP facility may be provided in any one or a combination of the following methods: o office space o enclosed portable shelters o hotel/motel o trailers Facility is accessible and operationally functional, 24 hours per day, 7 days per week, including Local, State and Federal holidays Facility includes a receiving/distribution area, with sufficient adjacent site vehicular circulation to allow access by various supply delivery trucks Facility includes auditorium/meeting area to accommodate a minimum of 10 personnel and a maximum of 200 personnel Facility is temperature controlled; air conditioned or heated as needed Standard electrical hookups via generator or hard line Potable water via water truck, water bladder or hard line Temporary sanitary facilities to include portable toilets, climate controlled portable showers with separation for men and women, hot and cold water and disposal of black and gray water Laundry service facility/trailer on site or weekly individual laundry service. If laundry facility is provided, contractor shall ensure all utilities, to include electricity, water and disposal of gray water are provided Facility and lawn maintenance to include pest control 24 hours per day, 7 days per week including Local, State and Federal holidays. All maintenance personnel shall speak and be able to communicate in the English language Daily janitorial services for facility, on-site housing units (if provided), shower and medical unit/trailers 7 days per week including Local, State and Federal holidays. All janitorial personnel shall speak and be able to communicate in the English language Contractor shall provide and/or ensure the following within 3 weeks (504 hours) of notification: A permanent fully furnished ICP structure/facility/space containing standard office furniture and sufficient square footage to house emergency operations for a minimum of 10 personnel and a maximum of 200 personnel. Space layout will be determined at the time of acquisition Facility is accessible and operationally functional, 24 hours per day, 7 days per week, including Local, State and Federal holidays Facility is in compliance with all applicable Local, State and Federal building, fire and accessibility codes Facility includes a receiving/distribution area, with sufficient adjacent site vehicular circulation to allow access by various supply delivery trucks Facility provides interior auditorium/meeting area to accommodate a minimum of 10 personnel and a maximum of 200 personnel Facility is temperature controlled; air conditioned or heated as needed Facility provides sufficient interior men?s and women?s restrooms All permanent utilities to include electricity, sewer and water. Provision of utilities shall include all necessary appurtenances such as power poles, junction boxes, transformers etc. All ancillary shelters/trailers (shower, medical, laundry) shall also be connected to local sewer system and separately installed power and water meters Temporary external electrical hookups for specialized vehicles or equipment Climate controlled portable shower trailer with separation for men and women, hot and cold water Laundry service facility/trailer on site or weekly individual laundry service B. COMPOUND/GROUNDS REQUIREMENTS Contractor shall provide and/or ensure the following within 3 days (72 hours) of notification: Secured/fenced single entry access. If required to secure site, fencing shall be minimum 6 ft height Storage PODs or large conex boxes for storage Temporary external electrical hookups for specialized vehicles or equipment On-site fuel service for vehicles and equipment as needed to include gasoline, diesel and propane On site parking for 50- 200 vehicles including various operational pieces of equipment of various sizes (i.e., government ? owned or leased vehicles, RVs, boats, emergency response vehicles) Adequate number of dumpsters with trash removal a minimum of 2 times per week Facility and lawn maintenance 24 hours per day, 7 days per week including Local, State and Federal holidays. All maintenance personnel shall speak and be able to communicate in the English language C. HOUSING/ LODGING REQUIREMENTS Contractor shall provide and/or ensure the following within 2 days (48 hours) to 10 days (240 hours) of notification based upon availability or housing/lodging selection and conditions: Housing/lodging to accommodate a minimum of 10 with a maximum of 200 personnel to be increased as needed Housing/lodging may be provided in any one of the following categories: o hotel/motel rooms o corporate furnished apartments o trailers/RV?s o enclosed portable shelters with beds If housing/lodging is provided in the form of enclosed portable shelters with beds, separate provisions shall be made for men and women If housing/lodging is provided in the form of hotel/motel rooms, corporate apartments or trailers, accommodations must allow for: o one person per private bedroom area o TV service o small refrigerator and microwave If housing/lodging is provided in the form of trailers, contractor shall ensure routine disposal of black and gray water. Said trailers shall be connected to local sewer system within 4 weeks of notification Cleaning (service) on a daily basis, change bed sheets ?at least- weekly or upon personnel rotations Bathroom tissue, liquid soap, towels, pillows and bed linens If housing/lodging is provided in the form of trailers or enclosed portable shelters with beds, separate dumpsters for garbage disposal and routine removal shall be required If housing/lodging is provided in the form of trailers or enclosed portable shelters with beds, contractor must provide on-call maintenance and repairs 24 hours per day, 7 days per week to include Local, State and Federal holidays. All maintenance/repair personnel shall speak and be able to communicate in the English language To the maximum extent possible, housing/lodging shall be co-located with the ICP If housing/lodging is not co-located with the ICP facility/compound, the contractor must provide access to parking consistent with the number of persons being housed If housing/lodging is in the form of trailers or enclosed portable shelters with beds and is not co-located with the ICP facility/compound, the contractor shall provide adequate climate controlled portable shower trailer. Contractor shall ensure separation for men and women, hot and cold water and temporary disposal of black and gray water is provided for each housing/lodging location. Connection to local sewer system shall be required upon 4 weeks of notification D. FOOD SERVICE REQUIREMENTS Contractor shall provide and/or ensure the following within timeframes specified: All personnel, material, equipment, services and facilities necessary to provide food service at the ICP for a minimum of 10 and a maximum of 200 personnel. All personnel shall speak and be able to communicate in the English language Meals Ready to Eat (MRE) and hydrating fluids will be delivered within 1 day (24 hours) of notification A tent/field dining hall will be established and operational within 3 days (72 hours) of notification. Dining hall will provide food services with three (3) meals (breakfast, lunch and dinner). All meals served shall consist of standard ?American cuisine?. Contractor shall provide a variety of menu options, including a vegetarian selection. All meals will be furnished by the Government. A portable/coach dining hall within 5 days (120 hours) of notification. Dining hall will allow for pay-as-you-go food services. All meals served shall consist of standard ?American cuisine?. Contractor shall provide a variety of menu options, including a vegetarian selection. Prices charged shall be comparable to locally priced food service An internal dining hall within permanent ICP facility will be established and operational within 3 weeks (504 hours) of notification. Dining hall will allow for pay-as-you-go cafeteria-style food services or Government furnished food service with three (3) meals (breakfast, lunch and dinner). All meals served shall consist of standard ?American cuisine?. Contractor shall provide a variety of menu options, including a vegetarian selection. Prices charged shall be comparable to locally priced food service The contractor is fully responsible for ensuring they are in compliance with all Local, State and Federal code requirements regarding food preparation, service and storage E. INFORMATION TECHNOLOGY (IT) & COMMUNCATIONS REQUIREMENTS The contractor must provide and/or ensure the following critical IT/Communications within 1 day (24 hours) of notification: A mobile solution to support mobile command posts, mobile offices or multiple fully functional mobile set ups All communications and data needs to establish interim Incident Command Post Provide and maintain power equipment to all communications equipment (generators coordinate with service provider, UPS, power inverters & converters, power isolation filters etc.) Satellite phone communications to include mobile phone amplifiers/repeaters and/or communications on wheels (COWs) delivered to or part of mobile command posts/offices Mobile phone service (Verizon. Cingular, NEXTEL) or services available Satellite Dish Internet access (high bandwidth, Tachyon, TracStar Ka or Ku-band service) to all elements of the ICP Wireless internet cellular service if needed (EDGE Access, EDVO Verizon) Portable GPS equipment Walkie-talkie type radios Digital cameras Onsite IT/Communications personnel support 24 hours per day, 7days per week including Local, State and Federal Holidays. All personnel shall speak and be able to communicate in the English language HF radio support The contractor must provide and/or ensure the following within 2 days (48 hours) of notification VHF/UHF communications infrastructure Equipment to support multiple sites (LOS microwave for connecting data, wireless bridge) Faxing capabilities (IP, VoIP or analog) Satellite TV access & televisions Video teleconferencing Network printers Upon establishment of the interim ICP, contractor will provide and/or ensure IT solution, PBX, services and other equipment as follows within 7 days (168 hours) of notification: Laptop computers with standard configurations. Must support multiple operating systems (Microsoft, Linux) Must be in compliance of EPA security standards PRI, T1 and analog voice and data services to meet incident needs PBX solution. (VoIP, POTS and Voice Mail) Wireless, cabled or hybrid network solution Servers as needed (GIS, Share) Workstation computers. (Community use, GIS applications) Necessary data back-up and recovery equipment Redundancy back-up satellite system Additional software requirements as needed. (Adobe, Microsoft products) Video projectors with screens A cache of computer hardware (wireless cards, thumb drives, video cards, memory) F. SECURITY Contractor shall provide and/or ensure within 2 days (48 hours) of notification: Security support to the ICP. The security service shall consist of armed or unarmed guards uniformed and professional in appearance. All personnel shall speak and be able to communicate in the English language Security personnel possess all applicable/required Local, State and Federal commissions, permits and licenses A security guard for primary ICP entry and other guard(s) as necessary for patrolling the facility, grounds and housing/lodging (if other than hotel/motel) 24-hours per day, seven days per week including Federal, State or Local holidays Operating two-way walkie-talkies for all personnel. The guards shall communicate with EPA personnel via the same type two-way walkie-talkies All other equipment and uniforms deemed necessary for the performance of this contract All weapons/ammunition Security personnel to issue picture ID badges and process all necessary documentation required for incoming and outgoing personnel G. MEDICAL SERVICES Contractor shall provide and/or ensure the following within 1 day (24 hours) of notification: EMT service to include personnel, equipment and ambulances Contractor shall provide and/or ensure the following within 14 days (336 hours) of notification: All medical personnel, supplies and equipment necessary to establish medical unit/trailer co-located with the ICP, responsible for the effective and efficient provision of medical services to incident personnel. Services to be provided 24 hours per day, 7 days per week including Local, State and Federal holidays. All personnel shall speak and be able to communicate in the English language H. HEALTH & SAFETY SUPPLIES Contractor shall provide and/or ensure the following within 1 day (24 hours) of notification: Basic health and safety supplies required for use on hazardous sites. These supplies may include but are not limited to: protective headwear, footwear, eyewear, reflective clothing I. OFFICE SUPPLIES Contractor shall provide and/or ensure the following within 1 day (24 hours) of notification: All expendable and nonexpendable supplies required for incident support. Supplies may consist of but not be limited to items such as: white boards, extension cords, copy paper in various weights and colors, pencils, pens notebooks, standard pre-printed Government forms, alkaline batteries, accordion file folders, file/storage boxes etc. Compliance, to the extent possible, with Executive Order 13101, Greening of the Government. Ability to restock and procure additional supplies for issue as required J. OFFICE EQUIPMENT Contractor shall provide and/or ensure the following within 3 days (72 hours) of notification Basic office equipment required for logistical operations. Multifunction machines capable of copying, printing, faxing and scanning to email, share file etc. are preferred o Copier and multifunction speeds will range from 20 to 105 copies per minute and copy/print volumes will range from 5,000 to 500,000 impressions per month o Paper sizes used will be letter, legal and ledger. Paper weights from 20lb bond to 110lb cover for black/white copies and 20lb for color copies o Multifunction machines shall be compliant with all Windows operating systems. All software drivers shall be included (Postscript, PCL and Fax) If multifunction machines are not available, separate copiers, printers and fax machines will be provided Multifunction machines or stand-alone copiers/printers must be capable of producing both color and black and white documents. Equipment must be installed and training provided All maintenance and supplies (toner cartridges, staples) for equipment provided shall be included. The contractor must maintain machines and respond within 4 hours of a trouble call placed between the hours of 7 a.m. to 8 p.m., 7 days per week to include Local, State and Federal holidays. Repairs must be made within 24 hours including repair parts procurement if needed. If repairs cannot be made within one day a loaner shall be provided K. SHIPPING, RECEIVING, & DISTRIBUTION REQUIREMENTS Contractor shall provide and/or ensure the following within 7 days (168 hours) of notification A postal mailing address for delivery of USPS mail at ICP facility. A postal/shipping and receiving center with operating personnel, scale and equipment to determine mailing rates, ready boxes/shipments for mailing, prepare receiving and property reports, decal incoming accountable property, maintain inventory records, pick up and distribute mail and packages. All personnel shall speak and be able to communicate in the English language Establish priority overnight mail courier account for pick-up and delivery of mail and packages to and from the ICP L. PRINTING & OTHER RELATED SERVICES Contractor shall provide and/or ensure the following within 1 day (24 hours) of notification: Printing support and requirements as needed o All printing done must be in compliance with Government Printing Office regulations. All print jobs will be delivered to the ICP facility or other specified locations o Laminating service for documents/posters. Production and installation of ?Billboard? signs All aspects of mass mailing to include addressing for individual or multiple zip codes M. OTHER SUPPORT PERSONNEL REQUIREMENTS In addition to personnel required in above mentioned categories, contractor shall provide the following support personnel based on the event and needs within 2 days (48 hours) of notification: Supply Room ? inventory and issue supplies Facilities Planner/Drafting Design ? prepare drawings to scale for facilities and other work spaces Light Equipment Operator ? forklift and other machinery Laborers ? general support for ICP to include moving furniture, boxes etc Licensed drivers and/or commercial licensed drivers Services may be required 24 hours per day, 7 days a week including Federal, Local and State holidays or as needed. Personnel may work on rotational work schedules to maintain coverage. All personnel shall speak and be able to communicate in the English language.
