Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), in Washington, DC intends to award a firm fixed-price purchase order to the Southwest Consortium for Environmental Research and Policy (SCERP) of Tempe, Arizona under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this acquisition is to obtain technical support for ground-level ozone concentrations based on satellite observations and surface monitoring for the U.S.-Mexico Border 2012 Program's environmental health decisions. Under this order, SCERP will (1) assess the advantages of a combined satellite and monitoring data set for environmental health decisions leading to the development of a decision tool; (2) evaluate satellite data usability in the decision-making context; and (3) prepare a final report. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that SCERP is uniquely qualified to satisfy the Government's requirement. Created in 1989 and first funded by Congress in 1990 to address environmental issues of the U.S.-Mexico border region and to initiate a comprehensive analysis of possible solutions to acute air, water, and hazardous waste problems that plague the U.S.-Mexico border region, SCERP has the unique capability to inform decision makers without advocating for or against a particular position and interpreting results of unbiased scientific inquiry. Since its founding, SCERP has implemented about 400 projects with its membership of five American universities and several universities in Mexico. SCERP is the primary sponsor of an annual think tank policy conference, called the Border Institute, which convenes the 100 top decision-makers and stakeholders from the U.S. border region. In addition, SCERP's relationship with The Arizona State University provides immediate access to excellent transport modeling capability, which is critical to the success of this project. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capabilities statement, which if received by the response date of this announcement may be considered. The estimated value of this procurement is below the simplified acquisition threshold as set forth in FAR 2.101. Responses to posting must be in writing. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
