Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; offers are being requested and a written solicitation will NOT be issued. This notice is being issued as a Request for Quotations (RFQ) for Silicone seal testing in accordance with the following statement of work: Basic Material Testing Services for Three Silicone Compounds (38, 50, and 70 durometer hardness) 1. Determine basic hyperelastic properties at three temperatures (-50?C, 23?C, and 50 ?C) using, Simple tension - Load to 80% strain in 4 equal increments (20%, 40%, 60%, and 80%) Simple compression - Load to 80% strain in 4 equal increments (20%, 40%, 60%, and 80%) Pure shear - Load to 1.20 shear strain in 4 equal increments (0.3, 0.6, 0.9, and 1.2) Equibiaxial extension - Load to 80% strain in 4 equal increments (20%, 40%, 60%, and 80%) 2. Determine bulk modulus properties at three temperatures (-50?C, 23?C, and 50 ?C) using volumetric compression tests at a minimum hydrostatic pressure of 1000 psi. 3. Determine basic friction properties at three temperatures (-50?C, 23?C, and 50 ?C) using the following parameters, Loading speed = 100 mm/min Normal pressure = 1, 10, and 100 psi Contact surface: same material 4. Determine coefficient of thermal expansion as a function of temperature over the range of -100 to 100?C in a continuous fashion 5. Determine additional material properties at 23 ?C Density Thermal heat capacity Description of Loading For each deformation test (#1 and #2 above), the samples should be loaded for 20 cycles (or until the stress-strain function has stabilized). The stress vs. strain data should be reported for all cycles. Frictional tests should be performed on circular samples in rotating disk-on-disk configuration to eliminate motion normal to an edge load. Test Material Specimens All specimens must be manufactured by the vendor. The Government will supply sheets of material 6.0 x 6.0 x 0.080 inch (150 x 150 x 2mm) per ASTM D3182. Quotes must include the amount of material specified and whether any additional sizes are required. Data Reporting Test data must be reported in a format compatible for input into the ANSYS hyperelastic material curve fitting Graphical User Interface (GUI). Offers shall include capabiliries and recent experience doing same/similar test to determine if qualified. The provisions and clauses in the RFQ are those in effect through FAC 05-08. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 541380 and 6.0 Million dollars respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Glenn Research is required within 6 week of GFP receipt. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by NOON ON 05/05/2006 Eastern Daylight Time to fax # 216-433-2480 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JAN 2006), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (SEPT 2005), Contract Terms and Conditions-Commercial Items is applicable. Boylan not later than 04/27/2006. Telephone questions will NOT be accepted. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract. Contractor must be registered in the Central Contractors Registration (CCR) database prior to submissiion of a quote or any award of a purchase order.
