04 May 2005 Amendment to Synopsis: The Formal RFP is anticipated to be posted within the next ten (10) days (i.e. 04 thru 14 May2005). It is unlikely that there will be time to publish the exact RFP posting date prior to the actual posting. It is strongly suggested that FedBizOps and/or PIXS be closely monitored for the next ten (10) days. Proposals are anticipated to be due 30dasy after the posting of the Formal RFP. 29 Apr 2005 Amendment to Synopsis: The Synopsis (i.e. 14 Feb 2005) is amended to revise the anticipated Formal RFP release date from 29 April 2005 to 04 May 2005, and the proposal due date from 31 May 2005 to 03 June 2005. 23 Mar 2005 Amendment to Synopsis: The Synopsis (i.e. 14 Feb 2005), is amended to revise the anticipated Formal RFP release date from 21 March 2005 to 29 April 2005, and the proposal due date is revised from 20 April 2005 to 31 May 2005. 28 Feb 2005 The subject of CAPS Step 05 is the Formal RFP, including this PreAward Synopsis. The Formal RFP is anticipated for release 21 March 2005 with proposals due 20 April 2005. The draft RFP can be found at CAPS Step 03. DESCRIPTION: The purpose of this synopsis is to announce the forthcoming electronic release of the Request For Proposal (RFP) for the Consolidated Acquisition of Professional Services (CAPS) contracts. This effort provides Advisory and Assistance Services (A + AS) for customers at Wright-Patterson Air Force Base (WPAFB), Ohio. Aeronautical Systems Center (ASC)/CXC intends to award between five (5) and ten (10) indefinite-delivery and indefinite- quantity (IDIQ) contracts. The value of each awarded contract may be as high as $400,000,000.00. The period of performance is to be five (5) years. The North American Industry Classification System (NAICS) code is 541710 with a size standard of 1,500 employees. CAPS is a 100% Small Business Set-Aside. Resulting contracts will include an “Organizational Conflict of Interest Clause” in accordance with (IAW) FAR 9.507-2 and Electronic Submission of Payment Requests (JAN 2004) IAW DFAR 252.232-7003. Each contract must provide for the following range of technical/management support at Wright-Patterson Air Force Base, Ohio: acquisition logistics, financial management, cost estimating, schedule analysis, earned value management, contracting support, engineering, manufacturing, configuration/data management, administrative support, security management, acquisition management, test and evaluation, government furnished property (GFP) management, and litigation support required in the capabilities planning/pre-acquisition, acquisition, development, production and sustainment of various equipment and weapon systems. Task orders will identify specific contract effort. Contractors must be able to provide qualified personnel with these specialties on short notice. Security requirements will be identified on the DD Form 254 contained in the RFP and task orders issued there under. The anticipated RFP release date is 21 Mar 2005 and will be via electronic means only. The RFP will be posted on the Pre-Award Information Exchange System (PIXS) at http://www.pixs.wpafb.af.mil/. Select “Aeronautical Systems Center (ASC)” and then “CAPSAASSTEP05 Formal Request for Proposal (RFP)” to access the data. It is the offeror’s responsibility to access the information. NO paper copies will be provided. Related information is located at the same site as CAPSAASSTEP01 RFI, CAPSAASSTEP02 Requirements Document Development, and CAPSAASSTEP03 Draft RFP. Responses to this announcement should be prepared in accordance with the instructions contained in the RFP and should NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (24-FEB-2005).
