- This is a Sources Sought Notice only. No solicitation is being issued at this time. 30 CONS/LGCB seeks commercial sources with the technical expertise to provide launch support services for the 576th Flight Test Squadron at Vandenberg AFB, CA. These services include but are not all inclusive, you must read Statement of Work (SOW) for full descriptions. The contractor shall provide all management, planning, programming, administration, supplies, vehicles/non-vehicular solutions and labor necessary to ensure that launch support services Launch Facility (LF) refurbishment, corrosion control services, vehicle issue and control, equipment issue and control, environmental management services, program management services and training management services to include: Management: The contractor shall establish and maintain a Management Plan during contract performance period. The contractor shall participate in all required meetings and establish and maintain a comprehensive scheduling function capable of supporting all activities. Launch Facility Refurbishment: The Contractor shall perform all base level LF refurbishment and refurbishment support of Minuteman (MM) launch facilities to support Force Development Evaluation (FDE), Space and Missile Competition exercises and maintain capability to respond to launch support contingencies as necessary to support squadron objectives. Corrosion Control Services: Provide corrosion control inspection, preventive maintenance (remove launch blast residue and re-paint topside), documentation and treatment to launch facilities, missile alert facilities, support equipment, real property-installed equipment and special purpose vehicles (minor corrosion on vehicle components only) IAW applicable governing directives. Maintenance Programs Management Services: Provide direct assistance to staff agencies and production activities through management of maintenance programs to include, manpower management, facility program management, support plans and mission support equipment (MSE) management. Vehicle Issue and Control Services: Central POC for squadron vehicle issues. Act as liaison between squadron, General Services Administration (GSA) and base transportation (30 LRS) on vehicle matters. Equipment Issue and Control Services: Provide custodial accountability, issue and recover assigned support equipment. Training Management Services: Manage Squadron and Associate units training program. This program includes Training Management Services and Maintenance Instructional System Manager (MISM)/Instructional System Development (ISD) specialist functions. Environmental Management Services: Single POC for squadron personnel and outside agencies for identifying/resolving environmental compliance issues. Security: The contractor shall comply with all security requirements as outlined in the DD Form 254. Emergency Requirements: The contractor shall have a manager or designee available by phone/pager to support contingencies. The manager or designee shall have authority to provide necessary assets to respond to contingencies within a two hour period, to support emergency contingencies, as required by the 576 FLTS Functional Commander or designated representative. Facility Management: The contractor shall appoint a facility manager and alternate for each facility assigned to, or occupied by, the contractor as either sole or predominant user. Environmental Compliance Requirements. The federal government is not exempt from compliance with environmental regulations. The contractor shall comply and ensure that all subcontractors comply, with all applicable environmental federal, state, and local laws and regulations and Air Force policies, instructions, and plans. Safety: The contractor shall comply with the latest applicable federal and state laws, regulations, management plans and requirements regarding occupational safety and health. In the event safety laws, regulations or requirements change during the term of this contract, the contractor is required to comply as such laws come into effect. The Government’s preliminary Statement of Need is available at http://www1.fbo.gov. A Draft (SOW) is attached. It is anticipated that the contract performance period will be a base period of one year and four one-year option periods, exercised at the unilateral right of the Government. National American Industry Classification System Codes (NAICS) is 561210, business size is ($30M). If enough small business firms which can demonstrate qualifications set forth in the Draft Statement of Work, express interest in proposing, this acquisition will be set aside for small business; otherwise it will be full and open competition. Additional information, as it becomes available, will be posted for viewing on FedBizOpps (FBO) at http://www1.fbo.gov. All potential offerors are reminded in accordance with Defense Federal Acquisition Regulations (DFARS) 252.204-7004, Required Central Contactor Registration (CCR), lack of registration in the CCR will make an offeror ineligible for contract award. This Sources Sought Notice is also issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. Interested firms are requested to submit capability statements (maximum of 3 pages not including cover page) in writing within 15 days of this publication, stating the business size, business status (i.e., small business, disadvantaged, HUBzone, woman-owned or 8(a) firms). The capability statement should show evidence of relevant experience in the above areas. Include any relevant contracts (commercial or government), contract numbers, dollar value, dates of performance, number and type of personnel involved, and government program manager.
