- The Architect of the Capitol (AOC) has a requirement for the following contractor provided services consisting of: Onsite Facilities Management (FM) and Operations/Maintenance (O&M) services at its Alternate Computer facility located in the Washington, DC-Virginia Metropolitan area. THE RESULTANT FIRM-FIXED PRICE CONTRACT WILL BE AWARDED TO ONLY ONE (1) CONTRACTOR who shall be required to provide the full range of services on a 24-hour/7-days a week schedule in accordance with the Government?s Statement of Work (SOW). Absent definitive requirements, the Contractor shall operate and maintain the Government facility in a manner that is consistent with industry and applicable standards and practices for a Building Owners and Managers Association (BOMA) International Class A building with high quality standard finishes, state of the art systems and national prominence. Any vendor wishing to propose pricing for this requirement, shall be required to provide the names of two (2) individuals who will subsequently attend a site briefing/meeting to review the ?specific? portions of the SOW and its attachments/drawings. It is the AOC?s intent to control access to these ?specific? documents. As such, only the selected company representatives who must successfully pass a background investigation and finger- printing check will be given access to those ?specific? areas of the SOW and its attachments and drawings during the site visit. The RFP, minus the ?specific? solicitation documents, will be available online (when issued) at the AOC website (located at http://www.aoc.gov/business/procure-opps.cfm) to all prospective offerors. The onsite viewing will take place at a location to be provided at a later date. Since the background investigation and badging processes can take several weeks to complete, we would like to start the process for the potential offerors on this procurement now, before the RFP is issued. This will allow the offerors the maximum available time to review the solicitation documents once the RFP is issued. This notice informs you that if you wish to participate in this procurement, the security forms must be completed and submitted for each employee (i.e., both contractor and subcontractor employees) that will review the specifications and drawings. The security forms and instructions for completing them are available online at: http://www.aoc.gov/business/procure-opps.cfm). Once we receive the properly completed forms, you will be advised as to when your (TWO) 2 employees may come in to be fingerprinted by the U.S. Capitol Police. Each employee will have to be fingerprinted at the U.S. Capitol Police Headquarters in Washington, DC. FINGERPRINT CARDS PREPARED BY OTHER POLICE OR INVESTIGATIVE AGENCIES WILL NOT BE ACCEPTED. ***NOTE: The COMPLETED security forms must be forwarded by fax to Carolyn A. Horne, 202-225-3221 NO LATER THAN 3:00 pm (LOCAL TIME) on MAY 8, 2006 . In addition, Offerors are generally advised that in order to be considered ?TECHNICALLY ACCEPTABLE?, ALL the requirements (services and service levels) of the SOW must be met. The determination of technical acceptability is to be based upon evaluation of the following factors: (1) Technical Approach (including sub-factors - operations and maintenance, landscaping, grounds, and plant maintenance, snow removal, and design build/infrastructure repair ; (2) Corporate Experience (including - Experience with-- facility management fora 24/7 operation, performing O/M for a BOMA Class A building, landscaping and grounds, snow removal operations, and providing ongoing design and construction support, sub-factors: similar project experience; (long-term relationship, support infrastructure, and project schedule and budget; (3) Organization and Key personnel (including sub-factors: similar project organization, staffing plan, key personnel resumes, and subcontracting management plan; (4) Safety Performance (including sub-factors - safety record, corporate safety plan; and project safety plan; and (5) Past Performance. THIS SOLICITATION IS TENTATIVELY SCHEDULED TO BE RELEASED ON/OR ABOUT MAY 22, 2006 WITH A CLOSING DATE OF JUNE 26, 2006. The solicitation documents will be available electronically at Http://www.aoc.gov/business/procure-opps.cfm on the date of issuance. Interest parties are encouraged to download the request for proposals as no telephonic or written requests for the documents will be made available. NOTE: PROSPECTIVE VENDORS ARE ALSO CAUTIONED TO REVIEW THE FEDBIZOPS WEBSITE ON A FREQUENT BASIS FOR ANY AMENDMENTS ISSUED AGAINST THE IMPENDING RFP AND FOR THOROUGHLY REVIEWING THE DOCUMENTS.
