- For MLRA 077C, Texas. Provide all necessary services and equipment for supervision, labor, parts, repair, fuel, transportation, and any other supplies or services necessary to perform all work required for reviewing existing and archieved range site descriptions and developing ten (10) ecological site descriptions (ESD). The solicitation will have the applicable range site descriptions for MLRA 77C. Attachment 1 will be the Major Land Resource Area (MLRA) Map for the State of Texas. Attachment 2 will be the Precipitation Effectiveness (P-E) Map for the State of Texas. Attachment 3 will be an example ESD. The contractor shall deliver to the State Range Management Specialist (SRMS) a draft version of the first ESD prior to developing additional ESD products. A written notification indicating deficiencies or acceptance of work will be sent to the contractor. The contractor will correct any deficiencies. Each completed ESD product will require review and acceptance prior to payment being authorized. EDUCATIONAL REQUIREMENTS: The contractor must have at a minimum: 1. A Bachelors Degree in Rangeland Ecology or a closely associated field. 2. A minimum of 10 years of work experience in a rangeland ecology related field in Texas, five of which have been in MLRA 77C. 3. A working knowledge of ecology, the range site concepts, Range Health concepts, and a thorough understanding of the ecological site dynamics concepts and protocols for development of ecological sites in Texas and New Mexico. 4. Technical experience in working with local landowners managing plant communities in MLRA 77C. 5. An ability to communicate effectively in writing. Ability to use Microsoft Word, Power Point, Excel programs, digital photography, and electronic media. This will be a Request for Proposal (RFP) acquisition for a firm fixed-price contract. This project is a Total Small Business Set-aside. Prior to contract award the contractor must be registered in Central Contractor Registration (CCR). The NAICS Code is 541990. This project is restricted to Small Business. Registration in TechReg (TSP) is not required, but highly encouraged. Solicitation will be posted and be available to download on or about May 5, 2006. Price range is $25,000 - $100,000. Effective October 1, 2003, all contractors are required to be registered in Central Contractor Registration (CCR) prior to being awarded a contract by NRCS. The CCR database is the primary Government repository for contractor information required to conduct business with the Federal Government.
