Description
DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-08. The associated North American Industrial Classification System (NAICS) code for this procurement is 339111 with a small business size standard of 500 employees. This acquisition is being procured using full and open competition. The National Institute of Standards and Technology (NIST) has a requirement for two Sensitive Source Meter Units. The Source Meter Units shall be used for measurements of low photocurrents of optical detectors with high accuracy. LINE ITEM 0001: Quantity Two (2) Source Meter Units meeting all of the following required specifications: 1. Must be equipped with a remote preamplifier with peak to peak noise less than 0.4fA; 2. Must perform three functions simultaneously: voltage sourcing, voltage measurement, and current measurement; 3. The voltage sourcing function must cover 200 mV to 200 V ranges with minimum required specifications of 5 micro volts resolution (preferred 1 micro volts or smaller) 0.02 percent plus 600 micro volts one year accuracy (Percent reading plus volts) (preferred better), and 5 micro volts peak to peak noise (0.1Hz to 10 Hz) (preferred lower) at the 200 mV range; 4. The voltage measurement function must cover 200 mV to 200 V ranges with minimum required specifications of 1 micro volt resolution, 0.012 percent plus 350 micro volts one year accuracy (Percent reading plus micro volts) (preferred better) at the 200 mV range; 5. The current measurement function must cover 1 pA to 100 mA range with minimum required specifications of 10 aA resolution, 1.0 percent plus 7 fA one year accuracy (Percent reading plus amps), less than 1 mV voltage burden at 1 pA range; 10 fA resolution, 0.05 percent plus 200 fA one year accuracy, and less than 1 mV voltage burden at 1 nA range; 10 nA resolution, 0.027 percent plus 60 nA one year accuracy, and less than 1 mV voltage burden at 1 mA range; Delivery shall be FOB Destination. FOB Destination means the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Delivery shall be completed not later than 60 days after receipt of order. Award shall be made to the quoter whose quote offers the best value to the Government, technical capability, past performance & price will be considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance and 3) Price. Technical capability and past performance when combined shall be more important than price. Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the specifications stated herein. Past Performance shall be evaluated to determine the overall quality of the product & service provided by the Contractor. Evaluation of Past Performance shall be based on the references provided and/or the quoters recent and relevant procurement history with NIST or its? affiliates. In determining best value, preference shall be given to equipment that exceeds the minimum specifications as identified under specifications 3, 4, and 5 above. All quoters shall submit the following: 1). An original and one (1) copy of a quotation which addresses all line items. 2). Two (2) originals of technical description and/or product literature. 3). Three (3) references to whom the same or similar equipment has been provided. To the maximum extent practicable, references should be customers who have used the proposed Source Meter Unit. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. All quotes must be sent to the National Institutes of Standards and Technology, Acquisition Management Division, Attn: Lynda Roark, 100 Bureau Drive, MS 1640, Gaithersburg, MD 20899-1640. Offerors shall ensure the RFQ number is visible on the outermost packaging. Submission must be received by 3:30 p.m. local time on May 02, 2006. E-MAIL QUOTES SHALL BE ACCEPTED. FAX QUOTES SHALL NOT BE ACCEPTED.
