Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-08. The associated North American Industrial Classification System (NAICS) code for this procurement is 325120 with a small business size standard of 500 employees. This acquisition is unrestricted and all interested quoters may submit a quote. All interested quoters shall provide a quote for the following line items: LINE ITEM 0001: Purchase a quantity of 50 each CL-size Aculife 4 treated; nitrogen dioxide or ammonia soaked aluminum cylinders with ceodeux Compressed Gas Association (CGA) 660 0.75? National Pipe Thread (NPT) tapered thread stainless steel valves meeting all of the following required specifications. 1. Cylinders shall be new and unused Luxfer aluminum cylinders, N33 Industrial, 6 liter water volume, 6061 alloy, meeting D.O.T. 3AL specifications with valve opening 0.75 inch NPT (tapered threads). Luxfer internal processing for specialty gas nitric oxide and nitrogen dioxide mixture applications. 2. Cylinder valve shall be Ceodeux 304, 316, or 316L stainless steel packless diaphragm type, 0.75 inch NPT (tapered threads), with CGA 660 outlet. Valve must be equipped with a gas tight brass or SS valve cap. All cylinders will use CGA 660 valve outlets. 3. Valves shall be inserted following Luxfer?s procedure which calls for the use of Teflon tape (or equivalent), Teflon paste lubricant (or equivalent) and hand valve insertion with the aid of Ceodeux valve bracket and a calibrated torque wrench. 4. Cylinder shall be evacuated and purged to maximum dryness using mild heat,evacuation, purging, silanization or similar vendor processes ending with cylinder under vacuum to less than 10 microns. 5. Fifty (50) valved and prepped cylinders are required by NIST?s Gas Metrology Team. Each cylinder shall be filled to a pressure of 25 psig with a presoak mixture prior to shipment to NIST as follows:. 5(a) Nitrogen Dioxide mixtures: Twenty five (25) evacuated cylinders which have been prepared according to steps 1 thru 4 above shall be filled from vacuum to 25 psig with a presoak mixture containing (100 plus or minus 10) micromole per mole nitrogen dioxide in air. 5(b) Ammonia mixtures: Twenty five (25) evacuated cylinders which have been prepared according to steps 1 thru 4 above shall be filled from vacuum to 25 psig with a presoak mixture containing (100 plus or minus 10) micromole per mole ammonia in nitrogen. The NIST Gas Metrology group will use these prepped cylinders to prepare new nitrogen dioxide and new ammonia suites of gravimetric primary standards. These primary standards will become the basis for certifying new lots of nitrogen dioxide or ammonia NIST Traceable Reference Materials (NTRMs) and Standard Reference Materials (SRMs). Delivery shall be FOB Destination. Delivery shall be completed in accordance with the Contractor?s commercial schedule. FOB DESTINATION MEANS: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Award shall be made to the quoter who: (1) Meets all required technical specifications as determined by a evaluation of documentation submitted in accordance with this solicitation; and (2) Quotes the lowest price. Evaluation shall be based on information provided in the quotation. Quoters shall include product literature which CLEARLY DOCUMENTS that the offered products meet or exceed the specifications stated herein. The following provisions apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items. Offerors must complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 52.212-3 Offerors Representations and Certifications?Commercial Items. If paragraph (j) of the provision is applicable, a written submission is required. The following clauses apply to this acquisition: 52.204-7 Central Contractor Registration; 52.212-4 Contract Terms and Conditions?Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items including subparagraphs: (14) 52.222-3, Convict Labor; (15) 52.222-19, Child Labor?Cooperation with Authorities and Remedies; (16) 52.222-21, Prohibition of Segregated Facilities; (17) 52.222-26, Equal Opportunity; (18) Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; (19) 52.222-36, Affirmative Action for Workers with Disabilities; (20) 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; (23) 52.225-1 Buy American Act?Supplies; (26) 52.225-13 Restriction on Certain Foreign Purchases; and (31) 52.232-33 Payment by Electronic Funds Transfer--Central Contractor Registration; Department of Commerce Agency-Level Protest Procedures Level above the Contracting Officer is also incorporated. All quotes should be sent to the National Institute of Standards and Technology, Acquisition and Logistics Division, Attn: Andrew Perry, Building 301, Room B129, 100 Bureau Drive, Stop 1640, Gaithersburg, MD 20899-1640. Offerors shall ensure the RFQ number is visible on the outermost packaging. ***Submission must be received by 5:00 p.m. local time on April 28, 2006.***E-MAIL QUOTES WILL BE ACCEPTED, however, must include all required information.
