************** Amendment: The walkthrough of the fitness center for assisting potential companies in establishing an offer is scheduled for May 3, 2006 at 10:00 a.m. Please RSVP by 12:00 p.m. on May 2, 2006 to Ms. Audrey Taylor at Audrey.Taylor@dhs.gov and Mr. Marvin Grubbs at Marvin.Grubbs@dhs.gov if your company plans to participate in the walkthrough and the names of the participants. Please arrive no later than 9:45 a.m. to participate in the walkthrough.************* This procurement is a Small Business set aside. The applicable NAICS code is 713940 and the size standard is $6.5 million averaged annual gross sales over past 3 years. TSA requires that all responses include certification that the firm is in fact a Small Business, must have updated records in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). This RFP will cover services for a base period of six (6) months with up to four (4) twelve-month options. The RFP will result in a Firm Fixed Price contract with a Contractor that provides the best value to the Government. The Government reserves the right to award the type contract that is most advantageous to the Government. Enclosed with this letter is the proposed Statement of Work (SOW) for the anticipated contract. The following is the anticipated milestone schedule for the key events leading to the award of this contract: May 3, 2006 Walk Through May 9, 2006 Written Responses due from Vendors May 16, 2006 Interviews (if conducted) May 30, 2006 Award Contract The Evaluation Criteria are set forth below and the SOW and all applicable clauses are provided as an enclosure to this letter. Offerors are requested to demonstrate their expertise through a written proposal. The written response to this RFP must be in two separately bound volumes. Volume 1 must not exceed ten pages - information that exceeds the page limitation will not be considered. Also, the proposal text may not be smaller than 12-pitch type on standard 8 ? by 11 inch paper. Resumes for the key individual(s) may also be provided, not to exceed 2 pages each, as an attachment to the 10 page quotation. TSA reserves the right to interview any of the proposed individuals as selected from the resumes prior to making award. TSA also reserves the right not to interview all candidates put forward by prospective offerors. Resumes are excluded from the page limitation within Volume 1. Failure to fully adhere to the prescribed format may result in your firm?s disqualification from the competition. Volume 2 shall be the price proposal. There is no page limit to Volume 2; however, it must contain a completed copy of the enclosed Certifications and Representations clause. Please demonstrate your understanding of the requirement and your ability to successfully complete the effort as stated in the SOW, by addressing the following: Volume 1 1. Describe your firm?s technical and management approach in meeting the requirements, at a minimum, contained in the SOW. 2. Submit your firm?s Standard Operating Procedures to effectively and efficiently perform the functions as required in the SOW. 3. Describe your firm?s demonstrated ability and capability to effectively and efficiently perform the proposed contract. 4. Describe your firm?s relevant past performance (at least 3 separate references) for like or similar work (during the last 3 years) described in the SOW. Please include a description of the effort, the Government agency (preferred but not required) or private organization with whom you contracted, along with the name(s) telephone and fax numbers and e-mail addresses of persons whom the Government may contact as a reference. Please include the dollar amount, completion date and any other pertinent information regarding schedule, cost and quality of work you performed. Provide any problems encountered and proposed solutions to the problem or issues. Please ensure that the reference party is current. TSA reserves the right to not contact any provided references. Repeated attempts will not be made to contact non-responsive references. Please note that no past performance will result in a neutral rating. 5. Resumes of Staff. The resumes are excluded from the page limitation for the written response to the RFP but may not exceed 2 pages in length each. Resumes should demonstrate those skills required in the SOW and in #2 above. PLEASE NOTE: Any individual working in support of this requirement must have a Security Clearance. No exceptions will be made to this requirement. Volume 2 1. Provide a firm fixed price per period of performance that you propose to best satisfy this requirement for this award. Said price will be for all tasks within the statement of work. Said pricing must clearly identify the tasks and personnel category that will perform them, as well as provide the detailed basis for the makeup of the pricing. Prices must be provided for the base period of 6 months as well as each of the 12 month option periods. This will be a Firm Fixed Price type Contract. 2. Travel, as well as parking, within or to the local metropolitan Washington DC area will not be reimbursed. 3. Identify your Data Universal Numbering System (DUNS) and Tax Identification Number (TINS) and confirm that your firm is registered with the Central Contractor Registry (CCR). 4. Complete the attached Certifications and Representations. 5. The Transportation Security Administration (TSA) is exempt from sales tax and does not have to file a Tax Exemption form since the Commonwealth of Virginia does not require any form or filing to achieve tax exempt status. TSA?s FEIN = 800038533 Submission Please submit Volume 1 and 2 in separate files as an e-mail attachment no later than May 9, 2006. The responses must be received by 3:00 PM Eastern Standard Time and should be sent to Audrey Taylor at Audrey.Taylor@dhs.gov with a copy to Marvin Grubbs at marvin.grubbs@dhs.gov. The Government contemplates but does not guarantee an award resulting from this solicitation. Evaluation Your proposal will be evaluated in accordance with the following criteria, each listed in order of importance from most important to least important. Adjectival rating will be utilized for this effort. See attachment. Personnel Qualification Evaluation Criteria The following factors will be considered in evaluating the offeror?s personnel qualifications: Actual resumes and interviews, if any, will be evaluated on the skill sets and experience level for any personnel proposed for this contractual effort. Evidence of specific experience related to those requirements laid out in the SOW under paragraph 2-Project Background and Objectives through paragraph 4-Resumes of Staff of this solicitation is a must. TSA will evaluate the resumes submitted for this position. The resumes must highlight specific qualifications, by the individual relevant to the tasks listed in the SOW. Personal Security clearances and currency must be identified on each resume. Evidence that individual(s) are bonded is also required. Past Performance Evaluation Criteria The following factors will be considered in evaluating the offeror?s past performance: Each offeror shall discuss how its past performance validates expected performance of the work under this solicitation. The offeror?s past performance should document instances where it has assisted federal agencies or businesses in TSA?s proposed Statement of Work (if offeror has such experience). The Government will consider the currency and relevance of the information, source of the information, context and relevancy of the data and general trends in the offeror?s performance. References are required and may be checked by the Contracting Officer, Contracting Officer?s Technical Representative, Contract Specialist or Project Manager. Firms without prior Government experience are not disqualified from submitting responses; however, any firm without prior Government experience is hereby made aware that Government experience will be considered strength when evaluating proposals. Additionally, firms with no prior experience (Government or private) are not disqualified from submitting responses; however, any firm with no experience is hereby made aware that it will automatically be rated as ?neutral? for this criterion. Technical Approach Evaluation Criteria The Technical and Management Approach reflects the offeror?s ability to meet the requirements defined in TSA?s SOW and those tasks outlined in Vol 1, #2. The offeror will be required to explain in detail how they will leverage their personnel, corporate capabilities to include marketing capability, training ability, and fee collection, and previous experience to these TSA requirements. The technical solution/management approach for the overall project will be evaluated for its quality and extent to which the proposed solution will achieve those TSA objectives in the SOW and in this RFP?s Vol 1, #2. The evaluation will include an assessment that the solution adheres to sound practices and reflects an in-depth understanding of the Office of Real Estate?s objectives and is customer/stakeholder focused as required in the SOW and Vol 1, #2. Pricing Evaluation Criteria The Government will evaluate the composite make-up of the firm fixed price proposed for this task to ensure that they match the needs of the task. The Contractor should provide rationale as to why the proposed rate and number of hours and the number of personnel that would be appropriate for the tasks in the attached SOW. Special Notes All contractor personnel will be required to complete and submit a confidential and non-disclosure agreement prior to beginning work. A sample copy is attached. The terms and conditions attached to this letter in the draft contract shall govern. Attention is drawn to the following Clauses that are TSA unique and may be unfamiliar to firms that have had previous dealings with the Federal Government: TSA Clause 3.9.1-1 Contract Disputes (February 2003), TSA Clause 3.9.1-3 Protest (February 2003) TSA Clause 3.14.6 ? Pre-Employment Security Screening of Contractor Employees (July 2004). All Offerors must return a completed certifications and representations clause (found in the attached file). Failure to include this will result in a determination that the Offeror is non-responsive to this solicitation. Please note that since this is a set aside procurement, the prime contractor must perform at least 51% of the work. Please See Limitations on subcontracting clause in the attached contract format. Selection The Government will select a contractor for this award on a best value basis. In determining the best value, the Government will evaluate which offeror represents the greatest potential to provide the most-timely, efficient, and cost-effective approach to assistance in the continuing performance of the Office of Real Estate?s mission. In this instance the Offeror may not be evaluated favorable or unfavorably for past performance. Evaluators must make every attempt to obtain past performance verification. Weakness A flaw in the proposal that increases the risk of unsuccessful contract performance. Deficiency Material failure in a proposal to meet a Government requirement or a combination of significant weaknesses that increases the risk of successful contract performance to an unacceptable level.
