Description
NOTE TO POTENTIAL BIDDERS, SUPPLIERS, PLAN ROOMS AND ALL OTHER PLAN HOLDERS OF THE PREVIOUS SOLICITATION: THIS SOLICITATION IS A TOTAL REPACKAGE. IT IS THE BIDDERS/SUPPLIERS RESPONSIBILITY TO ENSURE THAT THE MOST RECENT COPIES OF THE SOLICITATION DOCUMENT AND PLAN PACKAGE ARE USED IN PREPARING BIDS. PROJECT DETAILS: This project consists grading, drainage, paving and bridge construction on 13.04 km of roadway for the AZ PFH 43-1(2), Sunrise Park-Big Lake Road located in Apache Sitgreaves National Forest, Apache County, Arizona. Estimated price range is greater than $10,000,000.00. Significant differences from the original solicitation package issued on February 16, 2006, include: 1) 8.96 km of 3R work has been eliminated. 2) The project quantities have been revised based on the 4R project length decrease from 17.57km to 13.07km. 3) The final paving, striping, concrete curb and sidewalk have been removed from the base schedule and incorporated as Option X. 4) Traffic control closures detailed in Subsection 156.06 have been extended to June 13, 2008. The project will start south of the intersection of Arizona State Highway 273 and Greer Road and proceed in a southeasterly direction ending at the intersection with AZ SH 261. The proposed reconstruction work will consist of full width grading, some realignment areas, drainage structures, 2 new bridges, wetland mitigation and a new structural asphalt typical section. This project contains a base schedule and an option. Principal work items include: survey and staking; lump sum contractor testing; soil erosion control (various); 25,000 m3 dust control; 40 ha clearing and grubbing; 256,000 m3 roadway excavation; 5,500 m3 subexcavation; 61,000 m2 roadway obliteration; 32,300 m2 subgrade stabilization (various); 780metric tons lime and 900metric tons fly ash; 1,720 placed riprap (various); 3,600 m3 special rock embankment; 55,000 metric tons aggregate base; ; 750 metric tons magnesium chloride; ; 844 m3 structural concrete (various); 600 m precast, prestressed concrete girders; 118,950 kg reinforcing steel (various); 304 m concrete bridge railing; 612 m micropiles; 8 each concrete headwall; 1,107 m pipe culvert (various); 70 m structural plate pipe arch; 750m underdrain system; 3,000 m guardrail system, wood posts; fencing, gates and cattle guards; heavy equipment operators; mitigation; and associated seeding, mulching, planting, signing, and temporary traffic control. The option work items include: 144,000 m2 superpave pavement; curb, ditch, wheelstop; sidewalk and accessibility ramp;400L Type A pavement markings. No water sources are expected to be identified in the contract. At the Contractor?s option, the Burro Mountain pit may be used for production of 301 & 401 aggregates. A special use permit and environmental clearance, (to be obtained by the Contractor) will be necessary for use of this pit. Tentative advertisement date is May 9, 2006. PLANS WILL BE AVAILABLE FOR DOWNLOAD IN ADOBE (.pdf) FORMAT ONLY ON CFLHD's WEBSITE at http://www.cflhd.gov/procurement/construction/advertised-projects.cfm under the Project Name. In order to view the plans, interested vendors must register through the CFL website. Other information regarding this solicitation is available only from FHWA Lakewood Office. No pre-bid or formal project viewing will be scheduled. Questions on weather conditions and access to Forest for individual project viewing should be directed to Mr. MacIvor. Bidders/Offerors must acknowledge all amendments in order to be deemed responsive to this solicitation. It is the bidders/offerors responsibility to check for any amendments issued during the advertisement period. Amendments can be found at www.cflhd.gov/procurement and on the FedBizOpps website listed above. All bid forms, bid bonds, and other documents required for the bid submittal shall be submitted to FHWA in paper format. Electronic format for the bid submittal documents will not be allowed. Amendments to this solicitation will be issued in paper format to all plan holders and will be posted on our website at http://www.cflhd.gov/procurement.
