Description
The 436th Contracting Squadron at Dover AFB Delaware intends to award a purchase order under Simplified Acquisition Procedures (SAP) for the purchase of crane services for the leveling and stabilizing of the crashed C-5 Galaxy, aircraft #4059. This is a combined synopsis/ solicitation for commercial items prepared in accordance with the format in FAR Subparts 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation number is F1Q3LG6111A200 and is issued as a Request for Quotation (RFQ). The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 2005-09 and Defense Acquisition Circular 91-13. This solicitation is 100% SET ASIDE FOR SMALL BUSINESS CONCERNS in accordance with FAR Part 19. The North American Industry Classification System (NAICS) is 238990, size standard $12,000,000. The contractor shall provide the following: See attached Statement of Work (SOW). For interested parties, there will be a site visit at 12:00 pm on Wednesday, 26 April 2006. Please email or fax the name of the company and individual who will be attending the site visit by 12:00 pm, 25 April 2006. We will meet on Route 9. Follow the parking directions of the Delaware State Police or Air Force Security Forces personnel. Potential contractors will need to bring a sample of the strapping material they propose to use for inspection purposes by Lockheed Martin engineers. Please acknowledge all requirements on quotations. Offerors must provide brochures/literature of the items being offered along with their quote, if applicable. The technical literature submitted needs to clearly communicate the offeror?s understanding and compliance with the minimum requirements as set forth in the specifications or any alternative proposal submitted in response to this RFQ. Discussions may or may not be held with offeror?s; therefore, each offeror?s initial proposal should be complete and accurate. FOB destination is required by the Government. FOB point is Dover AFB, Delaware. The required delivery date is 1-12 May 2006. The actual lift date and time will be coordinated with maintenance personnel and is highly dependent on weather conditions. The following provisions and clauses can be viewed through internet access at the Air Force FAR Site, http://farsite.hill.af.mil. In accordance with FAR 52.252-1 (Feb 1998) and FAR 52.252-2 (Feb 1998), the following provisions and clauses are incorporated by reference: 52.212-1 -- Instructions to Offerors -- Commercial Items (Jan 2006). Award will be made to the offeror whose proposal represents the best value to the Government. Alternative proposals are encouraged. The minimum requirements as set forth in the Statement of Work (SOW) reflect the Government?s desired features. However, alternative proposals demonstrating technically equivalent or technically superior performance characteristics than those outlined in the SOW will be considered. Statement of Work 70 Ton Crane Services Level C-5 Aircraft Wreckage 18 April 2006 Purpose: To provide non-personal services for three cranes with a minimum lifting capacity of 70 Ton, all required crane personnel, and crane equipment needed to level C-5 aircraft wreckage. Description of Services: Contractor will comply with all state and federal safety standards and environmental code regulations while meeting the requirements of the contract. Contractor will furnish all labor, tools, equipment, materials, personnel, and incidentals necessary to accomplish leveling of C5 aircraft wreckage to include: 1. Begin crane operations within 24 hours of notification by government. 2. Provide crane operators, riggers, and safety spotters needed to safely level aircraft. 3. Provide communications equipment needed for communications between crane operators, on site supervisors, and military supervisors. 4. Provide all weight certified shackles, slings, and nylon straps required to safely level aircraft. 5. If required, provide matting for use in muddy operating conditions. 6. Transportation services to transport cranes to Dover AFB, DE. 7. Preposition three cranes on left wing, right wing, and tail of aircraft one day prior to start of operations. 8. Aircraft leveling operations will begin at daybreak the following day after crane positioning or at a time predetermined by the government. 9. Attach all required slings and straps to lifting points on left wing, right wing, and tail of aircraft. 10. Place tension on lift points prior to start of leveling operations. 11. Slowly lift left wing while releasing tension on right wing to level aircraft. 12. Hold leveled aircraft in position until shoring is placed under aircraft. 13. Contractor will continue crane operations until aircraft is completely leveled and shored. 14. Slowly release tension on all lift points. 15. Remove slings and straps from aircraft. 16. Transportation services to remove cranes from Dover AFB, DE. 17. Contractor will repair broken crane/s within 4 hours or supply a comparable crane within 4 hours. 18. Estimated start date on or about 1 ? 12 May 2006 19. Estimated start date may fluctuate depending on weather conditions. 20.
