SOURCES SOUGHT This is Not A Request for Proposals. THIS REQUEST IS FOR INFORMATIONAL PURPOSES ONLY. ALL POTENTIAL VENDORS ARE REQUESTED TO SUBMIT THEIR CAPABILITIES AND EXPERIENCE. NAIC:561110. The Contracting Center for Excellence (CCE), on be half of the Office of the Deputy Chief of Staff, G-1, Directorate of Military Personnel Management (DAPE-MPT), is conducting a market survey in accordance with the Federal Acquisition Regulation (FAR) Part 10.001 to determine the extent of participation an d capability to perform technical support services for the operation and maintenance of the Army Training Requirements and Resources System (ATRRS). ATRRS is the Armys recognized automated information system used to document and manage various personnel and training management functions, to include soliciting training requirements, converting them into resourced training programs, allocating and managing training seats, making training seat reservations for students by name and SSN, and recording student input and output from class. The nine (9) basic tasks that the contractor shall perform in support of ATRRS are (1)System Operation/Maintenance (ensure smooth daily operation and system software maintenance); (2)User Support/System Connectivity (Help Des k, Help screens, meetings and reports, system connectivity assistance to include logon id/password management for over 20,000 users); (3)Automated Interface software development, management and processing for approximately 44 interfaces; (4)Software Test a nd Installation; (5)System Documentation; (6)System Module/Sub-system Revisions; (7)System User Training; (8)Efficiency Upgrade Proposals; and (9)ATRRS Web Site Computer Operations, to include backups, updates and hardware upgrades. Contractor personnel assigned to work on ATRRS should have an understanding of personnel and training management processes. The technical qualifications they must possess include: knowledge and experience with IBM operating systems, telecommunications protocols, Terminal Serv er Access Control System (TSACS), web-enabling middleware, programming languages, interactive computing techniques, Transaction Server, DB2, statistical programs, and detailed understanding of the technical aspects of user equipment and operating responsib ilities. Personnel categories consist of: Program Manager, Project Manager, Operations Research Analyst, Management Analyst, Senior Application Developer, Database Administrator, Junior Application Developer, Programmer, Help Desk/Trainer, Network Techni cian, and Administrative Assistant. Capability statement should demonstrate your firms ability to perform the specific nine (9) tasks identified above. Capability statement shall include (1) If the company is certified by the Small Business Administratio n as a HUBZone, 8(a), Service Disabled Veteran Owned Business, or if the company does not have any of these certifications, (2) Past Experience  Describe experience in providing similar, prior, on-going services and direct experience with personnel/traini ng management systems, with mainframe databases, and with the ability to maintain web server operational software (3) Describe the approach on providing this proposed service, and (4) a statement of which portion of the work that will be subcontracted, and how each of the nine (9) tasks will be performed. The offeror shall show a positive and innovative approach in relation to the scope of the proposed work. This is not a commitment on the part of the Government to award a contract as a result of this not ice or to pay for any information received. If two or more small business capability statements are received that sufficiently demonstrate the degree to which they can successfully perform these tasks, and then this action may be set aside for small busin ess.
