- The U.S. Army TACOM-Picatinny at Picatinny Arsenal, NJ has a requirement for the procurement of the M1 Fixed Site Gunfire Detection Systems (M1 FS-GDS), M2 Vehicle Mounted Gunfire Detection Systems (M2 VM-GDS), PILAR Versatile Observation Turrets (PIVOT), Bullet ID and Software Upgrade Kits, Radio Adaption Kits and New Equipment Training (NET). TACOM-Picatinny intends to satisfy this requirement for the above items through a sole source contract with Metravib, Limonest, France based on Other Than Full and Open Competition procedures utilizing the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1(a) (2)(ii), only one responsible source and no other supplies or services will satisfy agency requirements. It is anticipated that the Government will issue a Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with Firm Fixed Price Delivery Orders, which will consist of a base year with four (4) out years. The base year will consist of the following estimated ranges: 1-2 M1 FS-GDS, 1-2 M2 VM-GDS, 1-5 PIVOTs, 1-165 Bullet ID and Software Upgrade Kits, 1-1 Radio Adaption Kits and 1-1 New Equipment Training. Ranges for the out years are estimated as follows: Out year 1: 1-2 M1 FS-GDS, 1-2 M2 VM-GDS, 1-15 PIVOTs, 1-1 Bullet ID and Software Upgrade Kits, 1-1 Radio Adaption Kits and 1-1 New Equipment Training; Out year 2: 1-2 M1 FS-GDS, 1-2 M2 VM-GDS, 1-15 PIVOTs, 1-1 Bullet ID and Software Upgrade Kits, 1-25 Radio Adaption Kits and 1-1 New Equipment Training; Out year 3: 1-2 M1 FS-GDS, 1-2 M2 VM-GDS, 1-15 PIVOTs, 1-1 Bullet ID and Software Upgrade Kits and 1-25 Radio Adaption Kits; Out year 4: 1-2 M1 FS-GDS, 1-2 M2 VM-GDS, 1-15 PIVOTs, 1-1 Bullet ID and Software Upgrade Kits and 1-25 Radio Adaption Kits. The minimum ordering obligation for this contract is $541,000 and will be satisfied at the time of contract award.
