Description
This solicitation is set-aside for Small Business concerns. The Engineering Field Activity Southeast (EFASE) requires all labor, management, supervision, supplies, material, and equipment, transportation, and any other items necessary to provide security related services at U.S. Navy Installations within the Commander Navy Region South East (CNRSE), Commander Navy Region South (CNRS), Commander Navy Region Gulf Coast (CRGC), and Commander Navy Region Mid West (CNRMW). The successful contractor shall provide armed and administrative security services and may be working along side existing Government security forces that have law enforcement responsibilities. Specific duties include, but not limited to, entry control point services, roving patrol services, pass and I.D. office services, emergency dispatching services, traffic court services (administrative), arms room services, training services (administrative and recordkeeping), physical security surveys, police administration, police supply services and impound services. The Navy?s Police/Security/Emergency Services organizations will be responsible for all law enforcement, investigative, and crisis response functions on the base. The contractor?s security force will provide security services as specified above, not law enforcement duties as they are inherently governmental. Installation/areas where work will be performed and estimated direct production security officer positions (based on current staffing) related to the duties specified above are as follows: CNRSE: CBC Gulfport (43), NAS Meridian (37), NSA Mid South (32), NSCS Athens (28), NAS Atlanta (44), NSA Orlando (21), NS Pascagoula (43), NSA Panama City (21), NS Pascagoula (43), NSA Panama City (21), NWS Charleston (100), NAS Jacksonville (12), NS Mayport 29, NAS Key West (47), and Saddle bunch Key, FL (13); CNRS: NAS Kingsville (58), NSA New Orleans (36), NAVSAT Engleside (51) NAS Corpus Christi (68), and NAS new Orleans (41); CNRGC: NAS Whiting Field (60) and NAS Pensacola (64). Number of positions are estimates only and will be more accurately identified in the solicitation. The contract will be issued as a combination Firm-Fixed Price/Indefinite Quantity type contract. The Period of Performance is for a one-year base period with four one-year option periods, totaling 60 months. Services/options are anticipated unless precluded by legislative language (Bob Stump National Defense Authorization Act; PL 107-314 Sec 332). Start up of the individual installations will be phased-in during the base period of the contract. A transition period of less than 30 days to full performance at each installation maybe required. This is a negotiated source selection procurement that consists of the submission of technical and price proposals. The source selection process to be used is Best Value Trade-Off Approach. Award will be made to the offeror whose total price and technical proposal offers the best value to the Government. The North American Industry Classification System (NAICS) Code is 561612 with a size standard of $10,500,000. This will be an electronic solicitation, which can be downloaded from ESOL at http://www.esol.navfac.navy.mil. The solicitation should be available at this site on or about May 17, 2006. Proposal due date should be on or about June 19, 2006. Contractors are encouraged to register for the solicitation when downloading from the NAVFAC E-Sol website. Only registered contractors will be notified by e-mail when amendments to the solicitation are issued.
