Description
The Department of the Navy (DoN), Naval Facilities Engineering Command Mid-Atlantic (NAVFAC MIDLANT), is conducting preliminary planning to determine whether competitive sourcing, under Office of Management and Budget (OMB) Circular A-76 (www.whitehouse.gov/omb/circulars/a076/a76_incl_tech_correction.html) and consistent with the President?s Management Agenda (www.whitehouse.gov/omb/budget/fy2002/mgmt.pdf), is the optimal methodology for sourcing their Transportation and Environmental Services in the Hampton Roads area of Virginia. In accordance with OMB Circular A-76 and Federal Acquisition Regulation (FAR) Part 10, market research is being conducted to seek industry assistance during preliminary planning in determining (1) the appropriate grouping of the shore safety activities as business units, consistent with market and industry structures, and (2) whether there is sufficient industry interest and demonstrated capability to compete for these activities to support a decision to pursue competitive sourcing as a strategic sourcing solution. This requirement involves providing transportation and environmental services as follows. The Transportation services provided by the Base Support Vehicles and Equipment (BSVE) Product Line include: rental of light and heavy duty vehicles; leasing commercial vehicles and equipment; maintenance of light and heavy duty vehicles; body repair and alterations to light and heavy duty vehicles; maintenance of weight handling and material handling equipment; operations of buses, tractors, graders, dozers, etc.; operations of crane services including ammunitions loading; refuse collection and disposal; snow removal; and training for vehicle operations. Services provided by the Environmental Services Business Line include: hazardous waste and regulated waste management including tracking, pick-up, packaging, marking, labeling, transport, storage, and disposal; management of Part B permitted facilities; hazardous spill response; oily wastewater (biological) and industrial waste (chemical) plant operations; environmental laboratory sampling and testing of all media; oil spill response and recovery of oil from the water; placement and maintenance of booms; boat maintenance and repairs including marine engines; collection, transport, and disposal of used oil and industrial wastewater; asbestos abatement or removal; insulation services; and interior and exterior pest/vegetation control and pesticide/herbicide application; and facility inspections.
