Description
SOURCES SOUGHT FOR INDEFINITE DELIVERY INDEFINITE QUANTITY, JOB ORDER CONTRACT, (JOC): This is a Sources Sought announcement, a market survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. Competition for this procurement is limited to eligible 8(a) firms located in the states of Washington, Oregon, Idaho, and Alaska and 8(a) firms in good standing serviced by a SBA office outside of the states of Washington, Oregon, Idaho, and Alaska but having a bona fide branch office in the states of Washington, Oregon, Idaho, and Alaska. A bona fide branch office is a place of business for purposes of 8(a) construction procurements located where an 8(a) participant regularly maintains an office which employs at least one full-time individual within the appropriate geographical boundary. The term does not include construction trailers or other temporary construction sites. Joint Venture Agreements - Joint Venture Agreements are allowable on competitive 8(a) set-asides. For purposes of the Sources Sought, submit the names of companies planning to Joint Venture. The SBA must receive all Joint Venture Agreements prior to proposal due date and approve before award of a resulting contract. If you are contemplating a joint venture on this project, you must advise your assigned Business Development Specialist (BDS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when your BDS has adequate time for a thorough review before the proposal due date. NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF PROPOSAL OR BIDS. Naval Facilities Engineering Command Northwest is seeking U.S. Small Business Administration (SBA) certified 8(a) firms with current relevant qualifications, experience, personnel, and capability to perform at various installations and facilities at locations serviced by NAVFAC NORTHWEST including Washington, Oregon, California, Alaska, Idaho, Montana, Nevada, North Dakota, South Dakota and Utah. Historically, the majority of the work has been performed at Naval Base Kitsap at Bremerton, Washington, at Naval Base Kitsap at Bangor, Washington and Naval Air Station Whidbey Island, Washington. The Government is seeking those firms with a demonstrated history of relevant construction experience where the primary focus is on IDIQ type contracts with simultaneous performance of multiple projects at differing locations similar to the task order value that will be executed under this contract. Task Orders will be firm fixed price with a targeted award range of $50,000 to $500,000 with a minimum of $2,500 and a maximum of $1,000,000. Submit attached form for up to five IDIQ Contracts that best demonstrate the company?s experience relative to the types of work covered by this requirement. Projects should be representative of NAICS 236220 and similar in size, scope and complexity to this requirement. Contracts must have been performed or substantially performed within the last five years. Contracts with federal, state, or local Government, and/or commercial customers will be accepted. This contract will provide primarily Type III and IV construction, alteration and repair at Naval installations. Type III and IV designates less complex construction that could receive a building permit without a licensed Professional Engineer or Registered Architect seal. The selected contractor will receive requirement packages and, through interface with Government personnel and the contracting community, develop biddable, enforceable Scopes of Work. Interested sources are invited to respond to this Sources Sought announcement by using the form, provided under separate file, titled ?Sources Sought Information Form?. Submit a maximum of 5 contracts describing the following: 1) Experience: Describe in 200 words or less the Government or commercial contracts your firm has completed in the last 5 years showing experience with the various types of IDIQ construction contracts performing simultaneous low complexity, minor construction, repair and alteration at various installations in a wide geographic area. Discuss experience coordinating numerous projects simultaneously at diverse geographic locations within the range of annual awards of $10M to $20M For each of the contracts submitted, provide the title, location, contract value, type of contract, contract completion date, customer point of contact including phone number. 2) Bonding capacity: provide surety?s name, your maximum bonding capacity per project, and your aggregate maximum bonding capacity. Submit a letter from your bonding company confirming additional capacity for obtaining bonding in the amount of $15M for construction projects. 3) Indicate that you are an eligible 8(a) firms located in the states of Washington, Oregon, Idaho, and Alaska or an 8(a) firms in good standing serviced by a SBA office outside of the states of Washington, Oregon, Idaho, and Alaska but having a bona fide branch office in the states of Washington. Indicate if you plan on submitting under a Joint Venture Agreement and if so, the firms participating. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. However, NAVFAC NORTHWEST will utilize the information for technical and acquisition planning. If adequate responses are not received from 8(a) small business concerns, the acquisition may be solicited on an unrestricted basis. All data received in response to this Source Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government. Please respond to this Sources Sought announcement by 2:00 p.m. 16 May 2006 by submitting an e-mailed with PDF attachment of responses to NWContractProposals@Navy.Mil Responses received after the deadline or without the required information shall be considered unacceptable and will not be considered. Since this is a Sources Sought announcement, no evaluation letters will be issued to the participants.
