- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division intends to acquire on a sole-source basis engineering and technical support for the development and life-cycle management of information systems (IS) supporting US and approved foreign military sales (FMS) surface combatants. The information systems covered by this contract include but are not limited to systems supporting engineering and status accounting functions for land based sites, surface combatants under construction as well as operational combatants for the US Navy, ships being constructed in foreign shipyards in which the US provides combat system components, and ships being constructed in the US for foreign military sales. Due to the unique skill and experience required to perform this effort, the solicitation will be issued on a sole source basis to Southeastern Computer Consultants, Inc. (SCCI), 904 Princess Anne Street, Fredericksburg, VA, 22401. The duration of the contract will be for a period of 5 years (including options) and require approximately 66.5 man-years for the duration of the contract. A Cost Plus Fixed Fee (Term) Contract is anticipated. This requirement is a follow-on to contract N00178-02-C-2015 with SCCI. Outside inquiries must be submitted in writing, include the size status of the company requesting the solicitation, and the reason of the request. The NSWCDD has implemented Electronic Commerce (EC) in the acquisition arena; therefore, this synopsis with any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/supply. Ven dors should regularly access the NSWCDD web site to ensure that they have downloaded all amendments. Numbered Note 22 applies.
