Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice and following the simplified acquisition procedures in FAR Part 13.5. This announcement constitutes the only solicitation; quotations are being solicited and a written solicitation will not be issued. Solicitation Number N00244-06-T-0346 is hereby issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09 and Defense Acquisition Change Notice 200060412. The North American Industry Classification System (NAICS) code is 333912 and the business size standard is 500 employees. The Fleet and Industrial Supply Center, San Diego, Seal Beach Division, intends to solicit and negotiate for a Hydrogen Compression Storage Dispensing System utilizing full and open competition basis procedures. The requirement is as follows: The Naval Facilities Engineering Service Center (NFESC) is supporting a hydrogen fuel cell vehicle demonstration at the Marine Corps Base Camp Pendleton, Oceanside, CA. NFESC?s role will be to oversee the installation of a compressed hydrogen fueling station. This will be a joint demonstration of an on-site steam methane reformer. The required system must be modular, pre-tested, provides for rapid setup and is capable of being upgraded. Item 0001 Hydrogen Compression Storage Dispensing System, 1 EA, meeting the following essential requirements: 1. Assembly ? The system shall be designed for high purity hydrogen compression, storage, and dispensing. The system materials and design shall minimize leaks and contaminations. The system shall be pre-tested and modular in order to promote quick installation and minimal site preparation and engineering. The existing sit consists of compact sandy soil. The vendor shall specify installation requirements, including civil, electrical, and mechanical requirements. 2. Location ? The equipment shall be designed for outdoor use. The site is approximately ? mile from the Pacific Ocean and must have corrosion resistant material due to marine air. 3. Compressor: Provide electric motor drive system capable of compressing 600 standard cubic feet per hour of gaseous hydrogen. Available on-site power is 208VAC, three-phase, four wire. The system shall accommodate a hydrogen source from either the reformer or an industrial gas supply. The system shall be designed to accommodate standard fill pressures (i.e., 350 bar) of hydrogen-fueled vehicles. The reformer (ZTEK Model 600H) will supply gaseous hydrogen at 80 psi (minimum), 85 deg F, and 99.99% purity. The compressor shall be oil-free and include any other necessary provisions and design consideration to prevent contamination and maintain stated hydrogen purity. 4. Control and Monitoring System ? Provide programmable visible interface with keypad control and diagnostics and troubleshooting component. Monitor and display system temperatures, pressures, and on-board cylinder fill operation. Monitor quantity of stored hydrogen as well as dispenser throughput. Controls shall include automatic shutdown provisions as safety feature in the event the temperature or pressure parameters are out of range. The control system shall accept input from external leak detection sensors and infrared sensors. 5. Dispenser ? Supply fill nozzle compatible with SAE J2600, grounded fill hose with breakaway hose connection, safety shutoff, mass flow meter measurement with kilogram hydrogen display. The dispenser shall have user-friendly display (e.g., keypad communications with visible display) to promote self-diagnostics and troubleshooting. All dispenser equipment and nozzle rating shall be for 350 bar service pressure. Include temperature compensation or other means to maximize hydrogen fill rate and fill volume. Provide dispensing capability of 4 kilograms (at 350 bar) within 10 minutes. Achieve 10-kilogram fill to 350 bar in 25 minutes. The system shall be capable of five 4-kilogram fills per day. 6. Emergency Stop ? Provide emergency stop system that, when triggered by pressure, temperature, or other input signals from the station controller, will automatically close valves and halt compression and fueling operations. 7. Piping ? All in-line components and piping must conform to ASME B31.3. 8. Standards ? The system construction and design shall comply with requirements in NFPA 50A, 52 and 55. For example, storage shall include ASME compliant pressure relief devices for safe venting if overpressure occurs. 9. Storage: Provide ASME certified containers (i.e., Boiler and Pressure Vessel Code, Section VIII, ?Rules for the Construction of Pressure Vessels.?). Provide means for substantial container support of noncombustible material. Supply minimum 20 kilograms capacity cylinders assuming 350 bar storage pressure. Equipment delivery shall include four (4) copies of installation and service manuals. The requirement includes providing three to five days of on-site support required for set-up and commissioning. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government?s rights under the Inspection clause, nor does it limit the Government?s rights with regard to other terms and conditions of this contract. In the event of a conflict, the terms and condition of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of the applicable deliverables listed in the Schedule. Item 0002 Training 1 LOT ? Provide on-site, 8-hour instructional course for 10 students on station operation and maintenance. Training to be conducted within three (3) months of equipment delivery. Optional Items include the following: Item 0003 Dispensing Pressure, 1 EA ? Provide equipment to support dispensing at 70 bar. Item 0004 Storage Upgrade, 1 EA ? Upgrade on-site cylinder storage capacity to 60 kilograms. The contractor shall delivery the equipment to the Marine Corps Base Camp Pendleton, Oceanside, CA. The required delivery date is 25 Aug 2006. Inspection and acceptance shall be made at destination. Delivery terms shall be FOB Destination. Price is approximately equal to past performance. At a minimum, responsible sources shall provide the following: a price proposal on letterhead or a SF1449 which identifies the requested item, with its unit price, extended price, total price, prompt payment terms, remittance address, TIN #, DUNS #, and CAGE code.
