Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, and FAR Subpart 13.5. This requirement by the Health Loan Repayment Program has a need to fill PDF forms with data gathered from the website. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. Solicitation Number 7TF-06-0011 Request for Proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-8. NOTE: Section 508 does not apply to this requirement per discussion with Client Agency. This is a full and open procurement, after exclusion of sources, under NAICS Code 541519: Requirement: This requirement involves vendor capability in generating PDF versions of reports with ABCpdf software or an equivalent from the Medical Education website to allow better control over page breaks and width of printed pages . Vendors who respond to this RFQ should register in ITSS, open http://it-solutions.gsa.gov/ and click on contractor registration under the ?Tell Me About Registration? drop down menu. Request for the RFQ shall be submitted to the contracting officer, Philip Sims at email address: philip.sims@gsa.gov and project manager Frances Waters at email address: frances waters@gsa.gov. Requests for the RFQ must be made on or before April 27, 2006. Deliverables: This project is for the acquisition of ABCpdf.NET Professional Redistribution/Enterprise License software. The items are to be delivered to the address below: Office of Army Surgeon General OTSG Medical Education Directorate Attn: Tammy Hoppe, Budget Analyst 5109 Leesburg Pike, Room 691A Falls Church, VA 22041 52.212-1 Instructions to Offerors?Commercial Items 52.212-2 Evaluation?Commercial Items EVALUATION?COMMERCIAL ITEMS (JAN 1999) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Acceptability, Delivery Acceptability and Price Technical Acceptability: Consist of the technical ability to provide the material software items as set forth in the solicitation requirement. Delivery Acceptability: Consist of the ability to deliver items as designated by the delivery schedule set forth in the solicitation requirement. Price: Consist of providing a fair and reasonable price which is attributed to the best interest of the government. Note: Technical and delivery, when combined, are significantly more important when compared to price. Award will be based on best value determination factors. Past Performance will also be checked in the Contractors Past Performance Information Retrieval System (PPIRS) at www.PPIRS.gov Contractor must be registered in the Central Contractor Registration (CCR) www.ccr.gov and must have created a Marketing Partner Identification Number (MPIN) in the CCR profile in order to access their PPIRS information. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items (MAR 2005) with their offer. (iii) Period of Performance: Delivery NLT 10 days after receipt of contract. The Defense priorities and Allocations Systems (DPAS) assigned rating for this procurement is unrated.
