- NASA/KSC has a requirement for an Infinite Portable Coordinate Measuring Machine (CMM) Arm that will be used to take metrology measurements in the field. In addition to the infinite portable CMM arm, NASA/KSC requires the following associated components (quantity of 1 each): (a) laptop computer; (b) battery charger (c) 7.2 V Li-ion battery; (d) PC-DMIS 3.7 Computer-Aided Design (CAD) Manual Software Package; (e) PC-DMIS CAD Training; (f) Brunson Stand Model 231; (g) Brunson laptop support arm and tray; (h) sheet metal option. NASA/KSC intends to purchase the items from CimCore Corporation. KSC?s Metrology Laboratory (ML) has identified CimCore as the only known responsible source to complete the requirement based on instrument compatibility and software conformity with existing instruments already in use at KSC. The ML?s existing CMMs contain proprietary hardware and software developed by CimCore. Moreover, the ML maintains an extensive inventory of spare parts for maintenance of the instruments. To ensure compatibility via the interchangeability of parts with current inventory, it would be impractical to introduce a non-compatible CMM to the ML?s current structure. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Tuesday, May 2, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
