Description
The United States Senate Office of the Sergeant at Arms (SAA) utilizes an emergency operations center (EOC) to help manage information and resources during emergencies. The EOC consists of approximately 20 different functional positions, each requiring access to reports, forms, checklists, contact lists and logs, as well as common information for the center as a whole. The SAA wishes to acquire a commercial off the shelf (COTS) product that provides a common application for managing and sharing information within the EOC. Requirements: Failure to provide information on requested information or requirements below may result in disqualification of the vendor from further consideration by the SAA. Qualified vendors must show their ability to provide a commercial off the shelf (COTS) product which shall: (1) Use a thin client (browser-based technology where the application runs on a central server, not the user's machine); (2) shall support Internet Explorer 6.0 or above; (3) use a SQL server database to store information generated by incident events; (4) provide seamless integration with other web applications: (5) use the Windows operating system; (6) be capable of supporting up to 100 concurrent users; (7) meet the standards, provisions, and requirements of the Incident Command System (ICS); (7) have an imbedded training simulator that allows scenarios to be created in advance of a training event and then used during the training session, affording users the opportunity to respond real-time using the application ; (8) be currently installed and operating in Government agencies; (9) install locally (not hosted by the vendor); (10) provide on-site training and 24/7 customer support; (11) include the ability to use, create or modify forms, checklists, logs and reports and allow multiple users to view this information (based on administrative rights) real-time from their own workstations; and (12) include detailed documentation on product functionality. INSTRUCTIONS: Responses to this sources sought request are due to the POC no later than May 9, 2006 at Noon EDT and shall be submitted electronically via email only to the attention of Kathleen M. Haddow at Acquisitions@saa.senate.gov The subject line of the email message shall be SSN 2006-S-033 COTS Office Emergency Information Management System. No other method of transmittal will be accepted. The response shall not exceed ten (10) pages. Pages over the page limitation may be discarded. Access by the SAA to information in any files attached to the response is the responsibility of the submitting party. Neither the SAA nor the Senate is responsible for any failure to access vendor?s information. To respond you must provide the following: 1) General Information about your firm * Company Name: * Address: * Point of Contact Telephone Number E-mail address * GSA Schedule Number (if applicable) * DUNS Number * Tax ID Number; 2) Capability of the COTS product to meet the requirements above including, at a minimum, the range and processes of notification methods; accountability and reporting capabilities; and system specifications; and (3) Past performance of all government agencies where the COTS product is currently in use. Past performance references must provide: a) name of the customer or company; b) name and phone number of the primary contact with customer or company; c) brief description of contract; and d) total contract value. The information supplied in response to this sources sought notice will be used to pre-qualify firms that may be invited to submit proposals. Vendors responding to this sources sought notice and deemed qualified by the SAA will be requested to submit a proposal in response to a solicitation. Only pre-qualified firms will be permitted to submit proposals. If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation in June 2006. Neither the SAA nor the Senate will be responsible for any costs for the preparation of responses to this request. THIS IS NOT A REQUEST FOR PROPOSAL.
