- Description
- The Agency of Substance Abuse and Mental Health Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), through the General Acquisitions Branch (GAB), Program Support Center (PSC), intends to award a 12 month sole source contract using simplified acquisition procedures to the National Association for Children of Alcoholics 11426 Rockville Pike, Suite 301, Rockville, MD 20852. The anticipated date of award is 3/20/2006. The goal of this initiative is to teach a cadre of multi-denominational clergy to expand their knowledge and understanding of alcohol and drug problems and to gain the necessary insight that will allow them to positively intervene with congregants about this issue. This project will reach out, inform, provide supportive materials to and train clergy leadership in at least 2 communities, including one metropolitan area and a gathering of faith leaders who head congregations in rural areas. The contractor shall: provide a complete outline of plans for the 2006 pilot project that describes the activities to be supported by the sole source award. identify appropriate rural area and urban communities to host and enlist the participation of multiple clergy in the project approach, identify and secure the support, involvement and collaboration of suitable local parties, including faith community organizations and their representatives plan, convene, host and direct planning meetings and training sessions secure materials and guidance necessary to provide follow up technical assistance that may be necessary. engage, solicit the collaboration of and seek/encourage financial support from numerous local sponsoring organizations and stakeholders organizations with an interest in reducing the prevalence of addiction. Contractor shall provide SAMHSA/CSAT with a contract plan within 15 days of contract award. After the contract plan, the contractor shall submit status reports for the end of 1st quarter, mid-year, 3rd quarter and final report. Reports must include work completed, work in progress with completion dates and planned work. Report must address accomplishments as well as areas of recommendation to increase the success of the contract. Contractor shall determine rural area and one metropolitan area to address with pilot project, and recruit local organizations and groups (e.g., community coalitions, councils on alcoholism, county substance abuse services directors) to participate in the recruitment of pastors and other congregational leaders in the targeted communities. Contractor shall host at least one planning meeting in rural and urban sites with community partners and clergy representatives to plan for recruitment and training Contractor shall obtain adequate training facility and provide one-day training for each targeted area, including preparation of training materials, PowerPoint presentations, guides and supportive materials and shipment of materials to each training site. Provide technical assistance to all participating congregations for up to four months following each training session. Contractor shall work to find additional support in each area where this project will be implemented. Contractor shall develop and provide a final report that identifies the details related to all project implementation including the number of individuals trained, participant training evaluation forms and number of collateral materials requested by trainees. The report will also include a comprehensive list of those trained and suggestions for improving outreach to the clergy community. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government.
