- The Bureau of Prisons is seeking a Request for Quote from sources possessing a current certification to provide OUT-PATIENT substance abuse treatment in accordance with the Ohio Department of Alcohol and Drug Addiction Services within the Cincinnati, Ohio area as defined by no further East than Route 71; no further South than Route 50; no further West than the Central Parkway; and no further North than Martin Luther King Drive East/West and accessible to a local public bus transportation route, within two blocks that provides direct service to Cincinnati local routes, for the drug abuse treatment services and mental health services for male and female Federal offenders (inmates) held under the authority of various United States Statutes. Performance period under this contract will be for a one year base period to begin on May 1, 2006 with four (4) one year option periods, with service ending (if all option years are renewed) on April 30, 2011 . The services required for this contract include Line Item Number 1: Base Period, Option Year One, Option Year Two, Option Year Three, and Option Year Four, respectively: Base Year, Estimated Number of Inmates 35: (35) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 20 Individual units x 35 inmates = 700 total units; Group Counseling Sessions (30 minute sessions per inmate) 54 Group Units x 35 inmates = 1,890 total units; Mental Health Services: Base Year, Estimated Number of Inmates 2 : (2) Mental Health Intake Assessment and Report (1 per inmate); (4) Medication Monitoring (2 units per inmate x 2 inmates = 4 units). Option Year One, Estimated Number of Inmates 37: (37) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate)20 Individual units x 37 inmates = 740 total units; Group Counseling Sessions (30 minute sessions per inmate) 54 Group Units x 37 inmates = 1,998 total units. Mental Health Services: Option Year One, Estimated Number of Inmates 3 : (3) Mental Health Intake Assessment and Report (1 per inmate); (6) Medication Monitoring (2 units per inmate x 3 inmates = 6 units). Option Year Two, Estimated Number of Inmates 39: (39) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 20 Individual units x 39 inmates = 780 units; Group Counseling Sessions (30 minute sessions per inmate) 54 Group Units x 39 inmates = 2,106 total units. Mental Health Services: Option Year Two, Estimated Number of Inmates 4: (4) Mental Health Intake Assessment and Report (1 per inmate); (8) Medication Monitoring (2 units per inmate x 4 inmates = 8 units). Option Year 3, Estimated Number of Inmates 41: (41) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 20 Individual units x 41 inmates = 820 units; Group Counseling Sessions (30 minute sessions per inmate) 54 Group Units x 41 inmates = 2,214 total units. Mental Health Services: Option Year Three, Estimated Number of Inmates 5: (5) Mental Health Intake Assessment and Report (1 per inmate); (10) Medication Monitoring (2 units per inmate x 5 inmates = 10 units). Option Year Four, Estimated Number of Inmates 43: (43) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 20 Individual units x 43 inmates = 860 units; Group Counseling Sessions (30 minute sessions per inmate) 54 Group Units x 43 inmates = 2,322 total units. Mental Health Services: Option Year Four, Estimated Number of Inmates 6: (6) Mental Health Intake Assessment and Report; (12) Medication Monitoring (2 units per inmate x 6 inmates = 12 units). The services described shall be in accordance with the Federal Bureau of Prisons Community Transitional Drug Abuse Treatment Statement of Work dated December 2005, Northeast Region. The solicitation will be available on or about February 1, 2006, and will be distributed solely through the General Services Administration’s Federal Business Opportunities web site http://www.fbo.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will be distributed solely through this site.
