- The Defense Logistics Agency (DLA) would like to purchase information regarding available commercial assets and capability within a region or country to supply, store, transport and/or assemble DLA commodity components for military and other contingency/emergency operations. This information will be purchased under the Industrial Base extension (IBex) Program. IBex was developed as an Industrial Preparedness Measure (IPM) to gain commercial asset visibility over global capability available to support US Military operations and natural disasters with possible access to these capabilities if required. The primary users of this information are DLA Contingency Planners, US Military Planners and other government agency planners. The information will be used to evaluate logistic support options. Capability reports and information purchased will be used to develop sourcing strategy solutions that include contingency plans to assure warfighter surge and sustainment support. Information will also be used to develop industrial base solutions/investments as appropriate. The five elements of the IBex Program are (1) Contingency Management Reports in the form of Written Report and Requests for Information, (2) Support Planning Integrated Data Enterprise System (SPIDERS) Data Entry, (3) Contingency Support Supplies and Services, (4) Verification/Testing, (5) Process Review Meeting Participation. Contingency Management reports will typically include details for a particular country or region, such as an analysis of logistic services, estimated costs, and specific transportation, warehouse and labor availability. SPIDERS is DLA?s web based industrial capability data collection tool. All information purchased must be entered into this system. Contingency Support Supplies and Services is a back-up to established sources of supplies and services. Verification and Testing may include any methodology that can validate the contractor?s capability. IBex vendors will be expected to participate in annual government/industry process review meetings at their own expense. Interested vendors will be evaluated by the Industrial Based Program Manager. Only those vendors who are determined to add value to the program will be offered an agreement. The agreement will be in the form of a Blanket Purchase Agreement (BPA). The IBex BPA will include detailed requirements.
