- The USDA, ARS in Wyndmoor, PA a is conducting s Sources Sought Synopsis to exchange industry knowledge and ideas to assist in development of the Request For Proposal for the Integrated Bottling Plant located at USDA, ARS, Eastern Regional Research Center (ERRC) in Wyndmoor, Pennsylvania. This is not a solicitation announcement and this notice does not constitute any commitment by the Government. Responses to this Sources Sought Synopsis will be used by the Government as Market Research to make appropriate acquisition decisions. The Government's proposed strategy for the Integrated Bottling Plant is to award a firm, fixed-priced, modified commercial item, using the two-step process to Request Proposals (RFP). The first step of the two-step process will evaluate contractors proposed design of the system and past performance. Based on the successful proposal, the second step will request pricing from the successful proposals. Proposed Solicitation Information: The USDA, ARS, Eastern Regional Research Center (ERRC) in Wyndmoor, Pennsylvania requires a Contractor to furnish, deliver, install with training a new Integrated Turn-Key Bottling Plant. The automated system which is controlled by PLC?s will be used for bottling of water thin, semi-viscous, and viscous with non-cavitating pourablility and pre-carbonated liquids. The preferred design will incorporate and extreme attention to cleanliness, wash-down capability and rated NEMA 4. Incorporated into the design will be a Class 100 supplied air area encompassing the region of the line from the bottle cleaner until the bottle is capped. The complete system is to be contained in an area 12 ft. X 10 ft. X 7 ft. with a line speed of six bottles per minute (faster is acceptable). The USDA, ARS, ERRC shall be responsible for installation of the facilities electrical, water and gas connections if applicable. The Government shall provide all necessary containers, caps, labels, sample fill liquids and gases. The system must be fully integrated yet capable of independent operation. System components include: 1) Integrated Bottling Plant; 2) Loading Turntable; 3) Automatic Bottle Wet Wash/Rinse/Drier; 4) Power Conveyor; 5) Bottling Filling/Capping Machine; 6) Gas Purge Equipment; 7) Capping Equipment; 8) Induction Sealing Equipment; 9) Automatic Wraparound Labeler on Frame; 10) Digital Color Label Printing System; 11) Accumulating Equipment; 12) Factory Acceptance Test; 13) Installation and Start-Up; 14) Training; 15) Warranty; 16) Installation Drawings and Operations and Maintenance Manuals, etc.; and 17) Patents and Licensing Agreements. OPTIONS INCLUDE: 18) Option Item for Carbonated Liquid Filling (Fluid pre-carbonated); 19) Spare Parts; 20) Optional Parts; 21) Option Item for Ability to handle 4 oz. and 32 oz bottles; 22) Extended Service Agreements. The complete system includes all software necessary to operate the entire system. The Contractor shall provide all personnel, management, supervision, labor, materials, supplies and equipment (except as otherwise provided), and shall plan, schedule coordinate and all requirements described in the statement of work. Contractors must be registered in the Central Contractor?s Registration Website at www.ccr.gov by the time offers are due. Delivery shall be FOB Destination, within Consignee?s Premises within 180 calendar days after award. The USDA-ARS will use the information submitted in response to this notice as follows to determine: 1) Whether or not use of competitive procedures; 2) Whether a firm, fixed price performance based service contract can be issued to fulfill this requirement; and 3) If we have sufficient competition for a Small Business Set-Aside. Evaluation Criteria include Technical Capabilities, Past Performance, and Price. The North American Industry Classification System (NAICS) Code is 333993 and the size standard is 500 employees. Contractors are requested to submit a Capability Statement and literature that clearly addresses how they meet or exceed the criteria provided: 1) The Company has previous experience with bottling systems and integrated components, clean in place and sterilize in place processes, design and servicing; and suitable for dairy or pharmaceutical processing. 2) The Contractor must have at least three (3) years experience in bottling systems. Past performance shall include three contracts within the past three years and include the contract number, agency, period of performance, contract value, point of contact with a current telephone number, and fax number, the Contractor company name, address, business size, and small business designation. 3) The Contractor?s statement in detail, but not limited to, the system design (within the footprint specified), components, warranty, training, delivery timeframe, factory acceptance testing, extended service agreements, Patents/licensing, and Customary commercial terms and conditions. 4) The capability statement shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to furnish deliver and install the bottling plant described above. Companies can provide information that will serve to document the organization?s capability such as awards, commendations, training certificates for personnel, etc., and standard commercial terms and conditions. Current GSA/FSS contract holders must provide a copy of their current GSA/FSS price list with their statement. Literature is to be provided at no charge and will not be returned. When issued, the RFP will be posted electronically via the Federal Business Opportunities (FBO) website at www.fbo.gov. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP and to frequently monitor the site for any amendments to the RFP.
