Description
The U.S. Department of Commerce/National Oceanic and Atmospheric Administration intends to negotiate with R.L. Polk & Company on a sole source basis in accordance with the authority of 41 U. S. C. 253 (c)(1) only one responsible source. The acquisition includes establishing a contract for one Base Year plus three (3) Option Years to purchase detailed monthly registrations, leasing and vehicles-in-operation data for motor vehicles to develop gross domestic product (GDP) estimates. The monthly data must be available absolutely no later than 45 days after end of the previous month. The data must be provided monthly, in a continuous time series. The Bureau of Economic Analysis (BEA) will use these data to construct estimates of autos and light trucks. The following are data requirements: The data frequency is monthly, The data are compiled from registration data for new and used motor vehicles in all 50 states and the District of Columbia, The time period covered will be January through December for each year of the contract. The vendor will provide the following detailed data series for autos and light trucks by make, model and model-year: For each model of autos and light trucks, the monthly registration data by model-year and type of registration, the data are compiled from registration data for new motor vehicles registered in all 50 states and the District of Columbia, for each model/model-year, registrations are classified by company, dealer/manufacturer, Federal government, State and Local government, and personal sector. The categories summarize registrations by name, from unique records for new and used motor vehicles registered. Registrations must reflect new and discontinued models. Data on used auto and truck should reflect change in registrations. Data on trucks-in-operation should be by model-year. Data on leasing registrations for new vehicles should be by ?registration types,? including: manufacturer sponsored lease (personal), independent lease (personal), undetermined manufacturer sponsored lease, bank & financial institutions; rental/lease, Commercial, independent lease fleet, all manufacturer sponsored lease, and all participating independent lease. The collection of this data should be based on sound data sampling techniques and methodologies. R.L. Polk & Company is uniquely qualified to provide the dataset, outlined in the requirement. R.L. Polk & Company conducts data retrieval not available to BEA from each state?s Motor Vehicles Administration?s (MVA) registration data for new and used motor vehicles in all 50 states and the District of Columbia. This data is obtained from state MVA offices and manufacturers as required by BEA. Offerors certain they can meet the requirements are requested to submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirements. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of this synopsis. If no responses are received after 15 days, NOAA intends to award the 2006 data as a Simplified Acquisition. A Base Year plus three (3) Option Year contract will follow for 2007, 2008, 2009, and 2010 data. Note 22 applies.
