Description
NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT, pursuant to the authority of TSA Acquisition Management System (TSAAMS) guidance 3.2.2.4: Single-Source Selection, for specialized classroom and hands-on railroad safety and security training of TSA Surface Transportation Security Inspectors and other identified TSA personnel, to the Transportation Technology Center, Inc (TTCI.) TTCI is a wholly-owned subsidiary of the Association of American Railroads, and is located onsite at the U.S. Department of Transportation?s (DOT) Transportation Technology Center, in Pueblo, CO. TTCI is uniquely qualified for this requirement based on its unique experience and facilities, as evidenced by TTCI?s ongoing operation of the TTCI Emergency Response Training Center (ERTC.) The ERTC has the infrastructure necessary to provide high level hands-on, true-to-life training exercises on actual rail and highway vehicles. The ERTC facility includes: 69 railway freight cars which are configured in at least four simulated derailment settings; 15 passenger cars; and 25 highway cargo tanks, van trailers, and intermodal containers. This infrastructure provides students at ERTC unlimited access to the all types of passenger and freight railcars and containers commonly encountered in transportation incident emergency response. Additionally, the ERTC is regarded as the graduate school of railroad training because of its focus on high level hands-on, true-to-life training exercises on actual rail and highway vehicles. THIS IS NOT A REQUEST FOR A QUOTATION. However, if a company has reason to believe that it can meet or exceed all the needs of TSA for this requirement, it may submit documentation to demonstrate capability. Responses are due not later than 4:00 PM EST, Monday, May 1, 2006. Responses received after this date/time are considered untimely and will not be further considered. All inquiries must be submitted in writing to the TSA Contracting Officer, Sandra McLaughlin at the e-mail address supplied herein. The requirements determination related to this proposed procurement is solely within the discretion of the Government.
