Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The U.S. Department of Housing and Urban Development (HUD) is soliciting comments, suggestions and industry feedback regarding the Office of Multifamily Property Management & Relocation Services requirement. This requirement will combine property management and relocation services into one contract, which HUD has previously awarded as separate contracts. HUD intends to satisfy its requirements through the use of performance-based acquisition methodology. In addition to the attached Statement of Objectives (SOO), a Performance Requirements Summary (PRS) must be developed by the offerors. The PRS must describe: 1) the end results to be achieved; 2) the performance standards and acceptable quality levels of the work performed; 3) a Quality Assurance Surveillance Plan (QASP) to assure that the end results meet quality and acceptability levels; and 4) an incentive/disincentive structure, which rewards the contractor for exceeding HUD?s stated objectives and sets forth remedies for reductions in price when the contractor does not meet HUD?s stated objectives. Ordinarily, the Government would create the PRS; however, it is HUD?s belief that industry would produce a PRS that would motivate optimum performance. Therefore, the resultant solicitation that HUD anticipates releasing this fiscal year will require that offerors propose the PRS. It is anticipated that this requirement will result in a competitive procurement under the 8(A) program. HUD welcomes all questions, concerns, clarifications and any other input that would assist in developing this requirement using performance-based acquisition methodology. Industry input is sought in order to make the SOO as complete, accurate, understandable and achievable as possible. The following documents are provided for industry review and comments: draft SOO, process flow charts for property management and relocation services, and relevant historical data on property management and relocation services.
