Description
AMENDED ANNOUNCEMENT, 21 April 2006: This announcement is AMENDED to allow Small Business competition. This notice was originally posted as a Sole Source procurement. This amendment also provides a REVISED PWS to include a requirement for background/security checks. This combined synopsis/solicitation is issued as a SMALL BUSINESS SET ASIDE. The solicitation number is FA8601-06-T-0060. Quotes are due by NOON, (Eastern Standard Time), Friday, 28 APRIL 2006, to the point of contact identified at the end of this notice. This is a REQUEST FOR QUOTES prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. Quotes will only be accepted from Small Business offerors. The small business size standard is $6.5M. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09 19 April 2006, and class deviation 2005-0001. Paper copies of this announcement will not be issued. The associated standard industrial classification (SIC) code is 7359; the North American Industry Classification System (NAICS) code is 532490. The proposed purchase is for a one-day rental of a sound system and related install, un-install, and provision of technical support during a commment level annual event in accordance with the the Performance Work Statement (PWS). A copy of the PWS is attached. Contract financing is NOT provided for this acquisition. The Government intends to award one firm fixed price (FFP) purchase order resulting from this solicitation to the responsible offeror(s) whose quote is most advantageous to the Government and conforms to the requirements in this solicitation. The Government reserves the right not to make an award at all. By submitting a quote, the offeror acknowledges the requirement that a potential awardee must be registered in the Central Contractor Registration (CCR) prior to award. The website for new registration is http://www.ccr.gov. Click on "start new registration." Quotations may be in any format but must include requirements found in the attached Instructions to Offerors, including: proposing company's name, address and phone; point of contact's name, phone, and email; quotation date; quotation number (if one); unit price (price of one day rental); total price; indicate what amount of price is for labor (install, un-install, and technical support) ; identify any discounts; how long the quote is valid (minimum of 90 days); lead time after receipt of order; shipping terms of FOB destination; and warranty information/cost. Quotations shall be accompanied by: a) point-by-point capabilities package or documentation that indicates ability to meet each of the minimum requirements outlined in the PWS. The specific requirements of the PWS shall be addressed. b) a total of three (3), and only three, past performance references which demonstrate offeror's ability to perform the specific requirements in the PWS. Offeror shall submit references that contain all the same type of requirements as provided in the PWS. The Government will not contact references which do not appear to be the same type of effort. Reference information shall contain: - Current or Past Contracts or Agreements January 2005 - Present - Reference Company Name and Full Address - Reference Company's Point of Contact (must have individual name, individual phone and email address, and Company's Main Phone number) - The contract or agreement number, title, or both as applicable - Description of duties performed (description should provide enough information to demonstrate that performance is the same as current effort described in the PWS) NOTE: The Government will use the above information to contact references for past performance evaluation only if offeror's quote has been determined to be technically acceptable. . c) Completed Representations and Certifications (May 2004 and adhere to FAR 52.212-1, Instructions to Offerors ? The proposed contract is for the one-day rental of a sound system and related install, un-install, and provision of technical support during a command level annual event. The Performance Work Statement provides the specific requirements of this purchase of rental equipment. Justification for the Sole Source: The Government requires the specific equipment and related service provided by the sole source due to their unique capabilities to tune equipment to non-standard frequencies to ensure no cross-talk or frequency overlap with commercial users. Proposed source can provide the number of required technicians with appropriate security background checks in-place. This notice of intent is not a request for competitive quotations; however, any quotation received by the due date stated in this notice will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the Government's discretion. The Government reserves the right not to make an award at all. There is one attachment to this annoucement. The attachment is the Performance Work Statement.
