Description
This is a Sources Sought Notice for Offerors interested in submitting proposals for Stevedoring and Related Terminal Services at Various Ports in the Republic of South Korea. This procurement will be restricted to only qualified businesses who hold 1) a valid port services license issued by the Korean Governments Ministry of Maritime Affairs And Fisheries, and 2) a valid Port Labor Union Agreement for Wage & Labor Support in Korea. The U.S. Army Contracting Command Korea (CCK), Taegu Branch Office, requires this Combination Firm-Fixed-Price/Requirements contract for one (1) base year and four (4) optional years thereafter. This procurement may be awarded on a Multiple Award basis, and, therefore, it may be awarded to independent Contractors for eac h of the ports listed; to Contractors for several or a combination of the ports listed; or, to a single Contractor for all ports listed, based on source selection evaluation procedures and the Basis of Award provisions specified in the solicitation. As th is will be a Source Selection Best Value Trade-Off procurement, the Offerors will be required to submit both a Price and a Technical Proposal, addressing the technical evaluation factors in the solicitation and providing fair, reasonable and realistic pric ing of Contract Line Items in the solicitation. This contract will cover the handling of Department of Defense (DOD) export and import cargo for the Surface Deployment and Distribution Command (SDDC) at the 837th U.S. Army Transportation Battalion. The NA ICS code is 488310 for Transportation Services. Contract services required will include the Contractor performing all required duties to provide stevedoring and related terminal services in connection with the receipt, processing and/or loading/discharging of all vessels designated by the Contracting Officer or the Contracting Officers Representative (COR); arranging for barge derrick services; operating the gear locker; and, providing Cargo Documentation Services. The Contractor shall provide sufficient qualified labor, gear, equipment and materials to satisfy the scope of this contract. This contract is issued for the locations listed below, but when required by the COR, the contract will also apply to all other military/commercial port facilities throu ghout the Korean Peninsula as may be designated by the U.S. Government. The locations of the ports are as follows: 1) Busan Port; 2) Chinhae ROK Port; 3) Gunsan Port; 4) Gwangyang Port; 5) Incheon Port; 6) Kuryong-po Port; 7) Masan Port; 8) Mokpo Port; 9 ) Mukho Port; 10) Pohang Port; 11) Pyongtaek Port; 12) Ulsan Port; 13) Samchopo Port; 14) Suyong Port; 15) Tong-Yong Port; and, 16) Yosu Port. The Contractor must be capable of working multiple vessels simultaneously at multiple ports using 24-hour conti nuous operations when required to do so by the COR. Normal hours of operation will be in accordance with labor rules agreed to by the Korean Government and in accordance with the Customs of the Port being worked, unless previously agreed hours are estab lished between the COR and the Contractor. Normal hours of operation in Korea are typically 0800  1700 for the first shift (days) and from 2000  0500 for the second shift (nights). The COR may request/designate other duty hours as necessitated by missi on requirements. The Contractor shall, when ordered by the Contracting Officer, provide extra Labor for miscellaneous services within the scope and intent of the contract. The Government will furnish adequate space for offices, gear locker and space for the storage and maintenance of Material Handling Equipment (MHE). Office space, equipment repair facilities, gear room and covered storage/warehouse areas provided to the Contractor are necessary for the performance of the contract. The Contractor shall furnish, at his own expense, all office equipment and furniture required to maintain an adequate office. Utilities, to include water, electric lights and heat will be furnished in reasonable quantities on a non-reimbursable basis.
