- ***This will be a cost plus award fee type contract.*** This requirement is to provide installation level logistics support and services for all Army organizations, subordinate units and other military organizations, to include the Active Army, U.S. Army Reserves, Army National Guard, Reserve Officer Training Corps (ROTC), Junior ROTC, and all United States Army, Pacific (USARPAC) organizations (assigned, attached or tenant), within the Hawaii geographic area of responsibility. Logistics services ar e also provided to other military organizations via Interservice Support Agreements (ISSAs) and Memorandums of Understanding (MOUs). ***The requiring activity is the Directorate of Logistics (DOL), U.S. Army Garrison, Hawaii (USAG-HI). The direct customers are those organizations and units that receive direct or general support from USAG-HI. ***Services or outcomes to be specified in the Performance Work Statement (PWS) include work performed in the areas of supply and services, transportation, and maintenance on the Islands of Oahu and Hawaii as specified below.*** Supply and Services. Island of Oahu. Supply management and operations include ordering, receipt, storage and issue for the Supply Support Activity (SSA), Installation Property Book (IPB), Troop Issue Subsistence Activity (TISA), and Central Issue Facilit y (CIF). This area also includes munitions management (operations, accountability, distribution and storage). ***Transportation. Island of Oahu. Installation transportation services include management and operations of Personal Property and Travel (PP&T) office, Transportation Motor Pool (TMP), Common User Land Transportation (CULT), and bus services. ***Maintenance. Island of Oahu. Installation maintenance services include operations and management of the Army Warranty Program, Army Oil Analysis Program (AOAP), Coordinated Logistics Support Program (CLSP), Test Measurement Diagnostic Equipment (TMDE) , Demilitarization (DEMIL), fabrication work, communications and electronic equipment, general equipment, furniture repair, automotive equipment, armament and fire control equipment, construction and material handling equipment, and power and air condition ing support. ***Satellite Operations. Pohakuloa Training Area (PTA), Island of Hawaii. Services performed at PTA include management and operation of the Troop Issue Subsistence Activity (TISA), munitions management, Transportation Motor Pool (TMP), and personnel/bagg age transport. ***The issue date for this solicitation is estimated to be on or about 26 May 2006. Response date above is estimated. Actual proposal due date will be specified in the solicitation and may be earlier or later than 26 July 2006. ***Period of Performance: ***The Government intends to award a single contract for all line items and expects to award a contract by February 2007. The contract period is as specified below. If awarded later than February 2007, the commencement and/or expiration dates may be adju sted. Base Period (5 months): 1 June 2007 thru 31 October 2007 1st Option Period: 1 November 2007 thru 31 October 2008 2nd Option Period: 1 November 2008 thru 31 October 2009 3rd Option Period: 1 November 2009 thru 31 October 2010 4th Option Period: 1 November 2010 thru 31 October 2011 5th Option Period: 1 November 2011 thru 31 October 2012 ***3 potential award term incentive years. 1st Award Term Period: 1 November 2012 thru 31 October 2013 2nd Award Term Period: 1 November 2013 thru 31 October 2014 3rd Award Term Period: 1 November 2014 thru 31 October 2015 ***Requests for this solicitation may be made in writing to Army Contracting Agency, Regional Contracting Office, HI , ATTN C. Recommended minimum IT capabilities for contractor systems are 56K modems for website downloads and 2 mb email capacity. ***This is a recurring requirement. Services are currently performed under separate contract. Current contractor is BAE Systems, 557 Mary Esther Cutoff, Fort Walton Beach, FL 32548-4090. Current contract is a base with four option years and the estimat ed contract price is approximately $64M.
