Description

The project consists of the contractor providing all plant, labor, materials, equipment, appliances, permits, transportation and supervision necessary for the construction of a new Machine Gun Qualification Range (MK-19) consisting of Six (6) structu res to include, Ammo Breakdown Building, Bleacher Enclosure, Control Tower, Covered Mess Shelter, Latrine, and Operations Storage  Battery Building. The range will consist of four (4) firing lanes, each 200 meters wide with a depth of 1700 meters and 20 m eters between firing lanes. Work includes but is not limited to new construction in strict accordance with the specifications and drawings associated with the project, located at Fort Indiantown Gap, Annville Pa., to include demolition, site preparation, t ree clearing, concrete, masonry, mechanical, electrical, erosion and sedimentation controls, landscaping, utilities, force protection and waste removal. Estimated magnitude of construction is between $1,000,000 and $5,000,000. Anticipated date for receipt of bids will be on or about 14 Jun 06. Performance period is three hundred sixty-five (365) calendar days from receipt of Notice to Proceed. The solicitation will be available fifteen (15) calendar days from the date of the publication of this announcem ent. Solicitation will be available from the National Guard posting for Electronic Business Solicitations, (EBS) on line at http://www.nationalguardcontracting.org/Ebs/Advertisedsolicitations.asp. All requests for the solicitation shall be accomplished th rough the EBS Website. Interested bidders are required to register on the EBS Website to access and download the solicitation. Furthermore, all interested bidders shall be registered with the Central Contractor Registration (CCR). Registration informatio n can be obtained at http://www.ccr.gov/. The solicitation and associated information EXCLUDING the Specifications and Drawings will be available on the EBS Website. All Specifications and Drawings will be available from the Federal Technical Data Solution (FedTeDS) website at https://FedTeds.gov/. Interested bidders shall register on the FedTeDS website to access and download the specifications and drawings associated with the referenced project. The contract will be awarded under Sealed Bid procedures spe cified in the solicitation. Award will be made to the lowest responsive, responsible bidder. This project is an UNRESTRICTED ACQUISITION in accordance with the Competitiveness Demonstration Program, however, small businesses, service-disabled veteran-owned small businesses, HUBZone Small businesses, small disadvantaged businesses are encouraged to participate. The HUBZone preference is IAW FAR 19.1307. The North American Industry Classification System (NAICS) Code is 236220 and the size standard for Small B usiness is an average of $31 million annual receipts for the past 3 years. A small business subcontracting plan will be required if the offer is a large business and must be submitted with offer. The solicitation package, amendments and site visit minutes will be issued via the web only. All questions will be received via email only with responses being posted to the web. A firm fixed price contract will be awarded as a result of this solicitation. All contractors and subcontractors will be required to reg ister for the solicitation prior to trying to download. This registration will also ensure an email notification ensuring all contractors receive all information/amendments etc. However, it is the responsibility of the contractor to frequently check the w eb site for all notices, amendments etc, regarding this solicitation. The government will not be liable or responsible for any email notifications not sent or received by contractors regarding this solicitation.
