- Design/Build of a new 800 member 163,552 SF Army Reserve Center (ARC), 15,787 SF Organizational Maintenance Shop (OMS)/Area Maintenance Support Activity (AMSA) and a 3,341 SF Unheated Storage Facility (UHS) located in Ft. Dix, Monmouth County, New Je rsey. The buildings will be permanent construction with reinforced concrete foundations, concrete floor slabs, mechanical systems including air conditioning and electrical systems. Supporting facilities include site preparation, paving, fencing, covered wash rack and extension of utilities to serve the project. Furniture will be purchased by other contract. This solicitation also contains option items. These items are: 1) Unheated Storage Building (UHS), including adjacent paving; 2) Bi-level Loading R amp; and 3) OMAR Funded Items for UHS. The estimated price range is $10,000,000.00 and over. This solicitation is Phase 1 of a 2-Phase Design/Build Best Value process. This process requires potential offerors to submit their performance and capability i nformation initially for review and consideration by the Government. Following the review, evaluation and rating of the Phase 1 proposals, the Government will select a maximum of five highest rated offerors to receive the technical requirements package an d provide a technical and cost proposal for consideration by the Government. The technical information contained in the Phase 2 proposal will be reviewed, evaluated and rated by the Government. The final evaluation rating used for comparison, selection a nd award will reflect both the rating received in Phase 1 and the evaluation rating received in Phase 2. A construction cost limitation will be provided with the Phase 2 technical requirements package. The cost proposal will be rated on a go/no-go basis. The proposal process for this 2 Phase procurement consists of the following: The Phase 1 Proposal: Pro Forma Information; Experience of the Prime Contractor and Design Contractor; Key Personnel and Past Performance of the Prime Contractor and Design Cont ractor. The Phase 2 Proposal: Pro Forma Information; Technical Approach; Project Management; Subcontracting Information and Cost Proposal Information. Project documents will be available on May 10, 2006 by Compact Disk (CD) and web only. The proposal du e date is June 9, 2006 at 4:00 P.M. Louisville time. Requesting the CD for this project requires registration at the Federal Technical Data Solutions (FedTeDS) website at http://www.fedteds.gov. Downloads are available only through the FedTeDS website. This announcement serves as the advance notice for this project. Amendments will be available from the FedTeDS website by download only. Note: This is a Full and Open Procurement; however, in accordance with Federal Acquisition Regulation 19.1307(b), th is project requires the HubZone 10% price evaluation preference.
