Description
INVITATION FOR BID FOR A FIRM-FIXED PRICE INDEFINITE DELIVERY INDEFINITE QUANTITY CONSTRUCTION CONTRACT FOR THE U.S. ARMY CORPS OF ENGINEERS, NASHVILLE DISTRICT FOR WOLF CREEK DAM GROUT CURTAIN, JAMESTOWN, KENTUCKY. The Corps of Engineers (COE), Nas hville District, Nashville, TN intends to issue an Invitation for Bid (IFB) Indefinite Delivery Indefinite Quantity (IDIQ) for full and open competition under NAICS code 237990 Other Heavy and Civil Engineering Construction. The small business size standa rd for this requirement is $31 million. The estimated value of the contract is between $25,000,000 and $100,000,000. The contract requires the construction of double line grout curtain extending approximately 4,250 feet in length and a work platform. Th e grout curtain shall be constructed on the upstream slope of the dams embankment and just upstream of the concrete portion of the dam on the sloping cone section and over water. The length of the grout curtain over water is less than 200 linear feet. A pproximately 75 percent of the borings shall be vertical, while twenty-five percent shall be angled 15 degrees from the vertical. A minimal three-inch diameter hole shall be required for the grouted interval. Maximum depth of the grout curtain is 325 fe et. Exploratory borings shall extend an additional 100 feet. Depth of the overburden varies from zero on the right abutment to approximately 230 feet where the grout line crosses the original seepage cut-off trench. Linear footage of grout holes throug h the overburden and rock is approximately 590,000 and 860,000 feet respectively. The overburden drilling shall be accomplished by resonant sonic drilling methods. The contractor may advance borings through the rock by any means which does not damage the embankment except air-rotary hammers will not be accepted. Water driven down-the-hole hammers and coring are considered acceptable methods. Water pressure testing shall be performed on the rock interval. The borings shall be backfilled with balanced sta ble grout whose placement is regulated by a real time automated monitoring system which calculates grout take and apparent permeability for each grouted interval. The system must be capable of providing electronic records. The contractor shall also insta ll three grout lines consisting of 2000 linear feet of concrete and rock drilling in the dam gallery normal to the primary grout curtain. The contractor shall monitor 150 piezometers weekly. Additionally, before and after construction, the contractor sha ll measure inclinometers in the diaphragm wall and surface monuments on the dam crest. Approximately 20 piezometers shall be installed on this contract. The Solicitat ion is projected to be issued on FEDBIZOPPS on or around 14 July 2006. All pertinent information will be posted through FEDBIZOPPS.
