Description
The Naval Explosive Ordnance Disposal Technology Division is soliciting information from industry regarding current, and/or very near term, availability of mature systems (TRL 6 and above) for Dismounted (man-carried or wearable) Counter Radio Controlled Improvised Explosive Device Electronic Warfare (CREW) missions. The purpose of this Sources Sought notice is to identify potential Dismounted CREW systems. Detailed requirements & specifications have not yet been established, but the following general, unclassified, requirements are applicable: - Be capable of being programmed to meet ECM operational requirements and/or avoid interference with Blue Force communications. - Be capable of hands-free operation while being worn/carried by military personnel. - Be simple to put into operation by skill level 1 military members of all Services. - Have a total system weight (including all batteries/accessories) <35 lbs. (lightest possible total weight is desired). System may consist of multiple components. - Have antenna and mounting components which minimize interference with the warfighter's operational effectiveness. - Have 2 to 8 hours of endurance using system batteries (longest possible endurance without changing batteries is desired). Responses must include; system description, performance specifications and parameters, the overall capabilities of the system(s) against the above general requirements (including all possible power sources and batteries that the system is capable of using), the TRL of the system, any/all additional detailed information regarding the system capabilities/performance (prior testing, test reports, etc..), summary of logistics & maintenance requirements, system cost (in quantities of 50, 500, 2000, 5000, and 10000), and system production rates (to include lead time for first delivery and ramp up rates). Responses may be in any format, and given the extremely short response time required, electronic submissions are acceptable and preferred. Responses to this RFI must be received on or before COB 3 May 2006 at NAVEODTECHDIV, 2008 Stump Neck Road, Indian Head MD 20640-5070, attn: Code 50, Margaret Booth. Electronic responses should be sent to Margaret.booth@navy.mil. This synopsis does not constitute an Invitation for Bid or Request for Proposal, and it is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited. Additional Information: The Government may elect to conduct one-on-one discussions with Industy, based on its analysis of the RFI responses, the quality of submission, and the level & specificity of the information provided. Please note that the Government is under no obligation to conduct these sessions. This announcement is a request for information only and is not a request for proposal or announcement of a solicitation. The information provided in response to this RFI will be used to support urgent, on-going, initiatives within DoD to analyze emerging requirements for Dismounted CREW systems and ultimately may result in the Government developing a Request for Proposal. The Government will not pay for any effort expended or any material provided in response to this announcement nor will the Government return any data provided.
