- Resistance and Powering Department, Code 5200, of the Carderock Division, Naval Surface Warfare Center (NSWCCD) has been tasked to provide engineering services to research and collaboration of work on enhancing FOURIER-KOCHIN STEADY computer code predictions and methods to account for effects of sinkage and trim effects and to better satisfy the hull boundary condition. In support of this effort, NSWCCD intends to negotiate a non-competitive procurement using Simplified Acquisition Procedures and award a firm-fixed price purchase order to George Mason University. This is a follow-on effort to George Mason University. Professor Chi Yang of George Mason University has worked the Carderock Division, Naval Surface Warfare Center previously on FOURIER-KOCHIN Steady (FKS) computer code predictions and methods. Methodology and estimation methods and tools are the result of this previous collaboration and continued collaboration to account for effects of sinkage and trim effects and to better satisfy the hull boundary condition', is considered to be the most cost effective and expeditions method to performing this effort. This work is on the theoretical formulation of wave diffraction-radiation by a ship advancing in regular waves and is based on a Fourier representation of free-surface effects and an extension of Kochin's approach. Work previously done on the applications and extensions of the theory, to the coupling between an inner viscous flow and an outer potential flow and the representation of time-harmonic ship waves generated by an arbitrary singularity distribution will be expanded upon. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
