Description
The Marine Corps Warfighting Laboratory (MCWL)seeks to obtain market research information from sources capable of fully satisfying the requirement for an air delivery system identified herein that may be procured in the near future. This market research is for informational purposes only and should not be construed as a commitment of any kind. Any information received, in whole or in part, may be used to create the resulting combat development strategy for the proposed requirements. Responders will not be reimbursed for any information received and are encouraged not to provide propriety data or business sensitive information because any information received may be used by the government and/or released to the public. The government is focused primarily on seeking suitable commercial and non-developmental items or commercial items that can be easily modified to meet existing government requirements to support military experimentation scheduled for June 2007. If no! such commercial and non-developmental items exist, the government may entertain procurement of developmental items based on information received as a result of this market research. Information on capable sources is sought for the following requirements: An air delivery system capable of transporting required consumable materials to Marine Corps small units operating on a dispersed battlefield. For the purposes of this market research synopsis, a Marine Corps small unit is defined as either a 13-man squad or a 43 man platoon equipped with up to four light vehicles, associated weapons and communications suites, and other standard-issue equipment. Consumable materials may include bulk liquids (fuel and water), ammunition, batteries, food, and limited repair parts. If the product proves successful in a limited technical assessment conducted in the continental United States, MCWL will conduct follow-on experimentation which may require additional development and quantities. The following capabilities are desired: (a) a system that can either be dropped from either fixed or rotary wing aircraft at a point over or near the delivery point or launched from a land or sea to a location up to 200 kilometers away, (b) delivery of either the launched or dropped cargo must land within 50 meters (threshold), 10 meters(objective) of an intended delivery point, (c) capable of delivering a minimum of 50 gallons of bulk liquids; (d) capable of delivery of a minimum of 100 lbs of dry materials (including food, batteries, ammunition, and repair parts) and (e) the system must not require special skills for the receiver to access the delivered goods. Systems capable of enroute re-programming to alter the delivery point will be favorably considered. Sources capable of fully satisfying the above requirements should submit capability statements and expressions of interest that provide the necessary information to determine actual capabilities. At a minimum, the information should include: (1) identification of company or organization; (2) company?s or organization?s assertion of full capability to meet proposed requirements; (3) business contracts, marketing office point(s) of contact information; (4) notification of business size and/or special status; and (5) additional information that may be useful to successful procurement of the requirements, if solicited. These expressions of interest shall adhere to a five-page submission limit, plus commercial marketing information or web links; all should be submitted via email to ira.patterson@usmc.mil referencing the following tracking #9064. They should be submitted on or before 2 June 2006. This market research announcement should not be considered a commitment of any kind by the government, and individual correspondence should not be expected in advance of any resulting pre-solicitation notice for the proposed requirements.
