Description
THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Environmental Protection Agency (EPA) is performing a ?market search? to determine potential Small Business (SB) sources in preparation for a future procurement. The EPA?s Office of Water, Office of Science and Technology, Health and Ecological Criteria Division has a requirement for a contractor to provide Technical and Regulatory Support for the Development of Criteria for Water Media (Human Health Microbiology Emphasis). The successful contractor shall provide all necessary labor, materials, services, equipment and facilities in support of the efforts delineated by the Performance Work Statement (PWS). Services to be performed include: preparation of human health documents to include summaries of peer-reviewed literature of infectivity, clinical and epidemiological endpoints; provide technical support during the preparation, evaluation, and revision of procedures for selecting microbial pollutants-of-concern in sewage sludge; provide statistical analysis of environmental data for microbial pollutants; administrative record support; rule making support; preparation of outreach materials and; arranging and conducting workshops. It is anticipated the contract will be a Performance Based Service Contract (PBSC), Cost Plus Fixed-Fee starting in December 2006. The period of performance is expected to consist of one (1) Base Year plus two (2) one-year option periods. It is anticipated that up to 21,750 direct labor hours will be incurred over a 36-month period. It is also estimated that up to 5% of the effort will be information technology (IT) related. The applicable NAICS code is: 541690 with a size standard of $6M. ANY INTERESTED FIRM should submit a capability statement which demonstrates the firm?s ability to perform the key requirements described above. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. In the capabilities statements, contractors should provide their size status for the above referenced NAICS (i.e. large, small) and whether or not they are a certified HubZone, 8(a), Woman-Owned, Small Disadvantaged and/or Disabled Veteran-Owned concern.
