Description
This is a sources sought synopsis and not a request for proposals. The Federal Bureau of Prisons is exploring a potential requirement for natural gas utility services at a proposed Federal Correctional Institution and Federal Prison Satellite Camp (FCI) to be located near the City of Welch, McDowell County, West Virginia. The facility will house approximately 1,500 inmates, with ancillary facilities to serve the various components of the new facilities operations.. The North American Industrial Classification System (NAICS) code is 221310 (Size Standard: $5 million). The contractor will be required to provide natural gas service and allocate a reservation of system capacity that will supply an estimated annual natural gas demand/usage of 70,000 Mcf for the new BOP facilities. The estimated annual break down includes 15,000 Mcf of interruptible and 55,000 Mcf of firm natural gas service. Natural gas connection shall be available by December 1, 2007. Permanent service commencement is June of 2008. Any contract resulting from a request for proposals will be a firm-fixed price with economic adjustments and shall have a performance period of a minimum of one year and maximum of ten years duration. Market research is being conducted to determine interest and capability of potential sources for this requirement. Do not submit capability statements. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate an respondent for any cost incurred in developing information provided to the Government. The Market Survey, which includes instructions for submitting a proposal, will be available on or about September 17, 2005.
