Description

The purpose of this amendment is to respond to questions from industry regarding clarifications of the requirements as follows: 1) Question -- The laser wavelength for Raman analysis is not given. Are multiple excitation wavelengths being considered? Is there a preferred wavelength that was omitted from the specifications? Answer -- There is no preferred wavelength, and multiple wavelengths are acceptable. 2) Question -- The solicitation includes the following requirement -- Fluorescence suppression for Raman analysis -- Are UV laser wavelengths acceptable for fluorescence suppression? Do you mean (A) mathematical manipulation such as baseline or spectral subtraction to eliminate the appearance of fluorescence, or (B) a physical method of fluorescence suppression such as fluorescence quenching or choice of UV excitation to eliminate fluorescence from the Raman region of the spectrum? Answer -- Any viable method for fluorescence suppression is acceptable, as long as the measurement specification is met. 3) Question -- The solicitation includes the following requirement -- Multi-grating turret with at least three gratings -- is it an absolute requirement that the system have a turret-style grating holder or can other types of mounts that allow the use of 3 or more gratings be used? How important is it to have multiple grating selection capabilities? Answer -- Other multi-grating methods are acceptable. The most important feature is the final measurement ability. If this can be accomplished with fewer gratings, that would be acceptable. 4) Question -- The solicitation includes the following requirement -- Motorized confocal pinhole -- Does this mean that the selection of confocal mode should be under complete computer control? Is a pinhole required or can other methods used to achieve confocality be used? Answer -- Alternate methods can be submitted for evaluation. 5) Question -- Is confocal performance part of the evaluation for the test samples in specification #18? Answer -- No. 6) Question -- The solicitation includes the following requirement -- The system shall also include the capability of conducting remote measurements using a fiber optic probe -- Are there any separate requirements for the fiber-optic probe or is it intended to match the performance for spatial resolution and confocality obtained with the microscope system? Answer -- There are no separate requirements for the fiber-optic probe. 7) Question -- The solicitation includes the following requirement -- Polarization filters -- What is your intended purpose of the polarization filters? Does this refer to the optical microscope or is it a requirement for polarized Raman analysis? Do you need to be able to change the polarization of the laser? Answer -- The purpose of the polarization filters is to improve the image, not polarize the laser. 8) Question -- The solicitation includes the following requirement -- High spatial resolution -- Are the test samples in specification #18 designed to test these resolution claims? Answer -- No. 9) Question -- The solicitation includes the following requirement -- High spectral resolution: 3 cm-1 or better -- How is spectral resolution being defined? Answer -- Dispersion per pixel. 10) Question -- The solicitation includes the following requirement -- All interested Vendors shall request test samples from NIST to evaluate and to demonstrate the effectiveness and accuracy of their measurement systems in detecting and identifying the substances on the test samples, and send written results to NIST with their quotation -- If the Vendor can demonstrate test data on listed samples, will that satisfy the requirements? Is the vendor required to analyze all samples to satisfy the requirement set forth in this solicitation? Answer -- Vendor needs to demonstrate the ability to accurately analyze the test samples provided by NIST, consisting of small copper coupons. 11) All other terms of this solicitation remain unchanged.
